The Trans-Volga Territorial Department under the Ministry of Ecology and Natural Resources of the Republic of Tatarstan carried out administrative investigation against “Zhilcomservice” LLC in Apastovo municipal district of the Republic of Tatarstan. In the course of the investigation it was established that in compliance with the coordinated scheduled plan, Trans-Volga branch of the Central Specialized Inspection of Analytical Control under the Ministry of Ecology ensured monitoring of the quality of water in surface water bodies. The scheduled plan includes monitoring of the quality of water in the river Tabarka. The samples are to be drawn at a distance of 500 meters above and below the site of discharge of sewage waters from the biological treatment facilities of “Zhilcomservice” LLC. Having analyzed the protocols of the results of chemical assay of water samples drawn in the river Tabarka in 2015, it was established that the indicators of a series of chemical elements as part of natural water in the samples drawn below the site of effluent discharge from the biological treatment facilities of “Zhilcomservice” LLC were higher as compared to those drawn above the site of effluent discharge from this facility. Moreover, the inspectors didn’t get the decision, whereby the company was granted the water facility (the river Tabarka) for use. A protocol was drawn up against a legal entity according to Article 8.14 part 1 “Violation of the water use rules in drawing of water, without water removal, and in discharge of sewage waters into water bodies” under the Administrative Code of the Russian Federation.
The results of chemical assay of water samples at the site of effluent discharge from the biological treatment facilities into the river Tabarka demonstrated exceedance of maximum allowable concentrations (for fisheries) with regard to ammonium ions – by 35 times, with regard to nitrites – by 3.4 times, to phosphates – by 18 times, and to sulfates – by 8.6 times. A protocol was drawn up against a legal entity under Article 7.6 “Illegal occupation of a water body or its use in contravention of the specified conditions” under the Administrative Code of the Russian Federation.
