The XI All-Russian Congress “State regulation of the use of mineral resources 2015” was held in Moscow

These days the XI All-Russian Congress “State regulation of the use of mineral resources 2015” is held in Moscow. Heads of departments and divisions of ministries and authorities, leading lawyers, chief consultants and experts of the state and commercial units participate in the event.

The participants discuss the main normative innovations of 2015-2016, which have direct impact on the conditions of the use of mineral resources, in particular, actualization of licenses up to December 31, 2016, changes in the procedures of contests and auctions for provision of the sites of mineral resources.                                                                                                                        The All-Russian Conference “Lands of the forest fund: practical aspects for the users of mineral resources” is planned for tomorrow. The reports will be read on the following topics: changes in the regulation of mining allotments, new classification of solid mineral resources, oil and gas, as well as approaches to their economic evaluation, and the new rules to designing of deposits. Moreover, practical recommendations will be given regarding submission of the technical projects for the development of deposits of raw hydrocarbons, re-issuance of licenses, making amendments to their conditions, changes in the boundaries of mineral resources, calculation of payments for the right to use mineral resources and so on. Speakers of the Congress – representatives of the committee of the State Duma for Natural Resources, Nature Use and Ecology, the Ministry of Natural Resources and Ecology of the Russian Federation, Federal Agency on Mineral Resources, Federal Service on Surveillance in the sphere of nature use, Federal Water Resources Agency, the Federal Service for Hydrometeorology and Environmental Monitoring, and the Federal Anti-Monopoly Service. The main task is to help improve the legislation of the Russian Federation on the use of mineral resources for the purposes of enhancement in the state of geological prospecting field, effective extraction and the use of natural wealth.
