What were the results of the negligent attitude to nature? According to the estimations of the fellow workers of the Ministry of Ecology, the damage amounted to hundreds of millions

3 December 2015, Thursday

All in all, 300 million rubles are to be paid for the negligent attitude to nature. This is the amount estimated by the fellow workers of the experts of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan. Violations in the activity of “Bavly-Vodokanal” LLC resulted in pollution of the river Ik. Worn-out treatment facilities, namely their improper maintenance were the reason. Unscheduled inspection showed that they are in malfunctioning condition and fulfill their function only in the amount of 30% - reinforced concrete constructions are destroyed, sewage waters flow into other compartments and appear on the local landscape. Moreover, sewage waters were discharged from the treatment facilities into the river Ik exceeding the threshold allowable concentrations for commercial fishing water facilities. “It is gross infringement of the requirements of the Water Code of the Russian Federation – commented the Minister for Ecology of Tatarstan Farid Abdulganiev – nature is one for all of us, and such negligent attitude entails a whole series of disasters. In this case we deal with discharge of sewage waters with exceedance of the norms of allowable impact on water facilities. The river Ik doesn’t flow in just one region of Tatarstan – it is a favorite place for fishing, swimming and recreation of many citizens of the Republic.  Raw waste waters can be harmful for human health. And such negligent attitude is just intolerable”. The violation was registered by inspectors of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan last November. At that time specialists of the laboratory of the Ministry of Ecology several times revealed considerable exceedances of the threshold allowable concentrations in the samples of waste water (the content of ammonium ion by 59 times exceeded the norm,  manganese – by 10 times, nitrite-ion – by 2.6 times, phosphate-ion – by 61 times). Experts of the Ministry of Ecology carried out ecoanalytical inspection of the water facility of the river Ik. According to the procedure for calculation of the damage inflicted on the water facility due to the failure to comply with the water legislation approved of by the Ministry of Natural Resources and Ecology of Russia, the damage was calculated, and it was found out that daily damage inflicted on the water facility amounted to more than two million rubles. In such a way, the damage inflicted during half of the year amounted to 300 million rubles.

These days, the Arbitration Court of the Volga Region reviewed a cassational appeal of “Bavly-Vodokanal” LLC against the order of the 11th Arbitration Court of the Republic of Tatarstan. It was decided not to settle the claim.
