100 thousand rubles became a million An entrepreneur from Tukaevo was held liable for an attempt to bribe an inspector.

The Minister for Ecology and Natural Resources of the Republic of Tatarstan, Farid Abduganiev turned the attention of heads of structural subdivisions to the necessity to select the personnel very carefully in order to implement effective anti-corruption measures on-site. This time, the virtue of one of the inspectors of the Cis-Kama Territorial Department under the Ministry was the occasion.

During the ecological monitoring of the territory of a village in Tatarstan (Tukaevo district), the inspector revealed a fact of a glaring violation on the part of one of the entrepreneurs. In spite of all the rules for safe recycling of hazardous substances, he just dropped broken glass from luminescent lamps on to the ground. Such illegal actions fall under the administrative punishment under article 8.2 of the Administrative Code of the Russian Federation “Failure to comply with ecological and sanitary and epidemiological requirements when handling production and consumption waste, the substances that destroy the ozone layer, or other hazardous substances”. The inspector drew up a protocol on the administrative violation, following the results whereof a ruling was given to assign the punishment in the form of a fine in the amount of 100 thousand rubles. The entrepreneur decided to avoid the penalty and tried to bribe an official, but he had no success.  

“Speaking about corruption, we are used to turning our attention to negative facts, but in the nature protection system there are lots of examples of an honest and rightful attitude to the fulfillment of professional duties. We should look up to those”, said the Minister for Ecology and Natural Resources of the Republic of Tatarstan, Farid Abdulganiev.

As a result of the inspection carried out by the Kazan Interdistrict Nature Protection Prosecutor’s Office under the Volga Interregional Nature Protection Prosecutor’s Office, the case on administrative violation was initiated under part 1 Article 19.28 of the Administrative Code of the Russian Federation. By the ruling of the Nature protection Prosecutor, the punishment for bribing an official was assigned to the entrepreneur by the Justice of the Peace in the form of a fine in the amount of one million rubles.
