By order of the Minister for Ecology and Natural Resources of the Republic of Tatarstan, Farid Abdulganiev, an inspection was carried out pertaining to extraction of common natural resources (CNR) in the water area of the Volga and the Kama Rivers in compliance with the Federal legislation. Deputy Minister – Chief State Inspector for Nature Protection, Ramil Nizamov, reported on the results during the operational meeting on October 20th. He reported that at this moment, 26 crane boats and dredgers operate in the water area, six whereof violated the nature protection legislation. The facts of illegal extraction of CNR were revealed along with the absence of licenses aboard.
Such limited liability companies as TD Columbia, Volzhskaya Sudokhodnaya Companiya, Nerudnaya Companiya, Region-Nerud Povolzhye, Kamskaya Sudokhodnaya Companiya, and Povolzhskaya Nerudnaya Companiya (More details) were included into the list of potential offenders.
“Here we are talking about the absence of licenses for the extraction of CNR and other necessary documents in order to legally extract CNR in the water areas of rivers, explained Ramil Nizamov. - Total damage caused by illegal actions of extracting companies was estimated to exceed 13 million rubles. An approximate amount of illegally extracted sand and gravel mix was more than 80 thousand tons”.
At present, experts of the Ministry and police officers carry out the joint inspection with regard to the revealed facts, and additional information is collected and reviewed to implement procedural measures in compliance with the established procedure according to the legislation part 1 of Article 7.3 of the Administrative Code of the Russian Federation “The use of mineral resources without a license for the use of mineral resources” and according to part 2 of Article 7.3 of the Administrative Code of the Russian Federation “The use of mineral resources in contravention of the terms envisaged by the license for the use of mineral resources and/or requirements to the technical project approved of in compliance with the established procedure.
