Experts of the Central Specialized Inspection of Analytical Control announced the results of water analysis from the lake on Serova pertaining to the acute toxicity determination

Experts of the Central Specialized Inspection of Analytical Control under the Ministry of Ecology and Natural Resources of the Republic of Tatarstan drew today recurrent samples of the lake water on Serova street in Kazan to make a more detailed analysis. Shortly before that, an address was received from the citizens with regard to pollution of this water facility, and a discharge of bright green waters was revealed. Today, the experts of the laboratory under the Ministry of Ecology announced the first results. The water sample was analyzed with regard to the following parameters: hydrogen (рН) index, ammonium, nitrites, phosphates, anionic surfactants, oil products, and dissolved oxygen. No exceeding values were revealed as compared to the threshold allowable concentrations for the sanitary and hygienic values. The content of the dissolved oxygen in the natural water sample made up 7.75 mg/dm3­, which complies with the established norms. Following the results of the toxicological analysis it was established that the water sample from the lake is not toxic. The samples are still analyzed pertaining to the following parameters: biochemical oxygen consumption, nitrates, chlorides, sulfates, phenol, and formaldehyde.

The Ministry of Ecology and Natural Resources of the Republic of Tatarstan initiated an administrative investigation against any number of unspecified persons according to Articles 7.6 “Unauthorized occupation of the water facility of the use thereof in contravention of the established norms” and 8.13 part 4 of the Administrative Code of the Russian Federation “Violation of the requirements to the protection of water facilities, which may entangle pollution, littering and/or depletion”. Upon preliminary information, the substance spilled into the lake on Serova is used as an indicator to detect drainages, leakages and for pressure tests of heating stations.

Last April, ‘Kazan fat-processing integrated works” OJSC allowed discharge of sewage waters wherein pollutants exceeded the threshold allowable concentrations for the values of commercial fishing importance into the creek of Verkhny Kaban Lake as a result of the breakthrough in the pumped branch sewer. The offender was held liable according to Article 8.13 part 4 of the Administrative Code of the Russian Federation “Violation of the requirements to the protection of water facilities, which may entangle pollution, littering and/or depletion” envisaging a fine in the amount of 30 thousand rubles.

 

In September 2014, in Krutushka village of Kazan a violation of the requirements to the protection of water facilities was revealed — sewage waters were discharged into the Kazanka River from the output of the water and wastewater treatment facilities “Krutushka” of the Municipal Unitary Enterprise “Vodokanal”. The content of pollutants exceeded the threshold allowable concentrations for the water facilities of commercial fishing importance. 

The offender was held liable according to Article 8.13 part 4 of the Administrative Code of the Russian Federation “Violation of the requirements to the protection of water facilities, which may entangle pollution, littering and/or depletion” and Article 7.6 of the Administrative Code of the Russian Federation “Unauthorized occupation of the water facility of the use thereof in contravention of the established norms”, having entangled a fine in the amount of 80 thousand rubles.

In February 2015, “KSU ‘Kidrospetsstroy’” OJSC in Kazan allowed   discharge of sewage waters into Nizhny Kaban Lake following the unauthorized connection to the centralized systems of water supply and water removal to the municipal catchment basin. The content of pollutants exceeded the threshold allowable concentrations for chemical substances (the threshold allowable concentrations for the water facilities of commercial fishing importance). The offender was held liable according to Article 8.13 part 4 of the Administrative Code of the Russian Federation “Violation of the requirements to the protection of water facilities, which may entangle pollution, littering and/or depletion” and Article 7.20 of the Administrative Code of the Russian Federation “For unauthorized connection to the centralized systems of water supply and water removal”, having entangled a fine in the amount of 70 thousand rubles.
