TheMinisterforEcologyArtemSidorov:“Geo-informationsystem ‘EcologicalmapoftheRepublicofTatarstan’ becametheunifiedinformationplatformforallparticipantsof the two-month sanitary and ecological campaign”
TheMinisterforEcologyandNaturalResourcesoftheRepublicofTatarstan, ArtemSidorov, announced the results of the two-month sanitary and ecological campaign held in the Republic from April 1st to May 31, 2015 in the course of the briefing at the Cabinet of Ministers of the Republic of Tatarstan. In the course of these two months municipal formations, nature protection services of the Republic, specialized ministries and authorities, companies and organizations, as well as citizens of the Republiccarried out work aimed at sanitary and ecological cleaning.
Allinall, morethan 7,000 violations in the field of management of consumption and production waste were revealed. Inthecourseofsupervisoryevents, 1,635 illegal landfills were detected, 91% whereof, i.e. 1,486 landfills have already been liquidated.
TheMinisteracknowledgedthathighpercentofliquidationoflandfillswas ensured by means of active joint activity of supervisory authorities and the work of executive committees of municipal formations regarding liquidation of landfills. Special attention was paid to cleaning of beaches, square gardens, parks, children’s playgrounds, mass recreation sites, horticultural societies and garage consumer co-operatives, as well as territories of a private housing sector; assurance of appropriate maintenance and use of landfills of solid domestic waste and biological waste, as well as sanitary cleaning of the territories adjacent thereto; liquidation of sites of illegal placement of wastes ofanimal production units; sanitary and ecological cleaning of cemeteries and the territories adjacent thereto, and cleaning of monuments. Inordertodetectlitteredsitesonhard-to-reachterritories, andtooperativelydetectlitteredsiteslocatedfarfromurbansettlements, regular commission inspectionsof territories of the Republic were carried out using railway and air transport.
Inthecourseofairraids, the state of residential and industrial infrastructure was inspected along with forestlands, oil recovery and transportation facilities, farmlands, and animal burial sites. TogetherwiththeMinistryofTransportationandRoadFacilities, theDepartmentofthe Federal Service for Supervision of Natural Resource Usage implemented measures regarding improvement of sanitary and ecological state ofeasement areas of federal and regional roads, as well asright-of-ways of railroads,operating zones of airports and coastal areas.
During the two-month sanitary and ecological campaign, all in all, 1,212 legal entities and officials, as well as 3,238 individuals were held administratively liable. AccordingtoArtemSidorov, theamountofoffencescommittedbycitizensthemselvesraisesspecialconcerns. Andheinformed, thatthecorrespondinglegislativeinitiativewill be elaborated suggesting that fines be raised to 10 thousand rubles (Today, a fine imposed on an individual for litteringamounts to no more than 3 thousand rubles or 5 thousand rubles if the offence is a recurrent one).
Moreover, the Minister for Ecology acknowledged that the amount of landfills revealed in the course of the two-month campaign significantly increased, the percentage of liquidated landfills augmented, first of all, due to unity and integrity of accounting of all offences revealed during the two-month campaign, as well as the measures implemented with regard thereto. Alltheinformationwasintegratedintothegeo-informationsystem“Ecological map of the Republic of Tatarstan” that has become the unified information platform for all participants of the two-month campaign.
Artem Sidorov turned special attention to active position of pupils of Tatarstan. Inthecourseofthecontest “Schooleco-patrol”organized this academic year by order of the President of the Republic of Tatarstan Rustam Minnikhanov, 1,463 reports on the sites of unauthorized waste placement have been referredto the Ministry of Ecology. The greatest activity was observed on the part of pupils of Naberezhnye Chelny who sent 43% of all messages, as well as pupils from Kazan, Nizhnekamsk, Chistopol and Zainsk.
Public youth organizations took active part in events of the two-month campaign. By efforts of proponents of voluntary ecological movement “BUDETCHISTO”, parks and quays of Kazan, Zelenodolsk, and Verkhny Uslon have been cleaned. Atpresent, theplanofworkuptotheendof 2015 hasbeenelaboratedand it includes dozens of events in all cities and districts of the Republic: Saturday work campaigns, nature protection campaigns,as well as ecological flash mobs. TheclosesteventwillbeheldonJune5th on the World Day of Environment Protection. On this day, beaches, square gardens, parks and mass recreation placeswill be cleaned in 15 cities of the Republic in the youth-oriented format.
Onfinishinghisspeech, theMinisterforEcologyandNaturalResourcesoftheRepublicofTatarstan, ArtemSidorov, informedthatdespitetheofficialcompletion of the sanitary and ecological campaign, the work will be continued and control will be increased on the threshold of the World Aquatics Championship.
