The Hotline was arranged at the Ministry of Ecology in order to operatively detect the sites of unauthorized quarry development

The briefing with participation of the Deputy Minister for Ecology and Natural Resources of the Republic of Tatarstan, Chief State Inspector for Nature Protection of the Republic of Tatarstan Ramil Nizamov was held today at the Ministry of Ecology and Natural Resources of the Republic of Tatarstan. He informed that for the purposes of more operative detection of the sitesof unauthorized quarry development, the Ministry of Ecology and Natural Resources of the Republic of Tatarstan used several e-services – reception of public appeals via e-mail and mobile communication devices ensuring feedback of the population. Starting from December18, 2014 citizens can send messages informing on the places of unauthorized quarry development at 267-68-67oreco.signal@tatar.ru. It is necessary to register make and plate number of equipment used at the quarry, precise work area with reference to specific orienting points, time and date of registration, and contact information.Anonymity is guaranteed.
At present, 170 companies on the territory of the Republic of Tatarstanhold 277 applicable licenses for the use of localsubsurface allotments. In 2014,inspectors of the Ministry suspended 35 licenses and revoked 7 licenses for revealed violations of the terms of licenses for the use of localsubsurface allotments.
All in all, 156 violations of the requirements to nature protection legislation in the field of illegal development were revealed in the Republic in the course of this year’s supervision. Following the results of revealed violations, 149 protocols of administrative offences were drawn up. Fines were imposed to the amount of 9 million 67 thousand rubles. Following the results of revealed violations, 35 licenses belonging to 22 companies of the Republic for the use of mineral resourceswere suspended. The damage inflicted on mineral resourceswith regard to 27 cases of violation of thelegislation of the Russian Federation on mineral resources was estimated to be 254 million 652 thousand rubles. All in all, 4 criminal cases were opened with reference to 27 case materials referred tothe law enforcement authorities, and total estimated damage amounted to 136 million 113 thousand rubles.
Starting from 2014,well-established good practices of regional state surveillance for prevention and preclusion of illegal extraction of common mineral resourceswere applied with reference to water areas of rivers of the Republic in close cooperation withprocuracy and law enforcement authorities. In the course of 16 special-purpose raids carried out together with fellow workers of the Prosecutor’s Office and the Ministry of Internal Affairs for the Republic of Tatarstan, 76 sites of extraction of common mineral resourceswere inspected, and illegal extraction ofcommon mineral resourcesin water was precluded.
On the initiative of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan,permanent working group was created in the Republic in the framework of the InterdepartmentalCoordination Council for the State Financial Control in order toincrease severity of control regarding detection and preclusion of illegal quarry development on the territory of the Republic of Tatarstan.
Inspectors of the Central Department, together with representatives of the Kazan Interdistrict Environmental Prosecutor's Office and the Office of the Federal Service for State Registration, Cadastre and Cartography of the Republic of Tatarstan, conducted a survey of the territory of the Zelenodolsk district.
The events were held in the Zainsky district. The commission included inspectors from the Zakamsky Department of the Ministry of Ecology of the Republic of Tatarstan.
The Ministry of Ecology of the Republic of Tatarstan received an appeal from residents about violations of environmental legislation in the Yelabuga district. Inspectors from the Kama Department went to the site and confirmed the fact of dumping production and consumption waste into the territory of the Bug River water protection zone.
