A criminal case was initiated regarding the fact of illegal extraction of common mineral resources

Fellow workers of the Cis-Kama Territorial Department under the Ministry of Ecology and Natural Resources of the Republic of Tatarstantogether with fellow workersof the Line Internal Affairs Department and the Economic Crime Department conducted a raid on May 6, 2014 in the framework of the state ecological monitoring to inspect the water area of the Nizhnekamsk water reserve. Extractionofcommonmineralresources, namely nonmetallic construction materials,wasrevealed using a dredger “Praga-4” owned by OOO “Kama Trans Flot”. Extractionwascarriedoutfrom 25.04.2014 to 06.05.2014 with further loading of mineral resources to barges“Oksky 21”, “Dunaysky 47”, “Altay”, “Oksky 37”, “Kama 1”, “Dunaysky 18”, “Kolomna 1”, “Dunaysky 22” owned by various companies. Total volume of extracted common mineral resources amounted to46,963 tons. The estimated damage made up 9 million 990 thousand 307 rubles. Extraction was carried out at the following address: Republic of Tatarstan, Mendeleevsk district, within the boundaries of 1668.0 – 1669.0 km of the navigable channel of the river Kama. The following licenses were found on “Praga4”:
1. ТУКNo. 01082 ТЭ, owner: ОООSK “Kama-VolgaTrans”, deposit“Tarlovskoe-2”, the range 1657.0 – 1662.25 km of the navigable channel of the river Kama.
2. ТУКNo. 01079 ТР, owner: ООО “DELTA-FLOT”, deposit “BogatyLog” ofTukaevodistrict, therange 1657.0 – 1662.7 km of the navigable channel of the river Kama on the right bank.
Nevertheless, the site of extraction wasn’t within the boundaries of the mining allotments cited in the licenses.
CriminalcaseaccordingtoArticle 171 part 1 oftheCriminalCode of the Russian Federation was initiated on June 4, 2014 due to illegal extraction of common mineral resources.
Inspectors of the Central Department, together with representatives of the Kazan Interdistrict Environmental Prosecutor's Office and the Office of the Federal Service for State Registration, Cadastre and Cartography of the Republic of Tatarstan, conducted a survey of the territory of the Zelenodolsk district.
The events were held in the Zainsky district. The commission included inspectors from the Zakamsky Department of the Ministry of Ecology of the Republic of Tatarstan.
The Ministry of Ecology of the Republic of Tatarstan received an appeal from residents about violations of environmental legislation in the Yelabuga district. Inspectors from the Kama Department went to the site and confirmed the fact of dumping production and consumption waste into the territory of the Bug River water protection zone.
