Failure to comply with ecological and sanitary and epidemiological requirements in waste management was revealed in the course of a tour by helicopter

A two-month sanitary and ecological campaign still goes on in the Republic of Tatarstan. In general, the order has been established within the boundaries of urban settlements. The work on elimination of the sites of unauthorized waste placement is conducted on the territories adjacent to large urban settlements, in particular, to Kazan. In order to reveal violations of nature protection legislation, management of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan makes tours by helicopters on the territories of the Republic. On May 8, 2014, an ordinary tour was made around the Volga and Vakhitovsky districts of Kazan and Laishevo municipal district. All in all, 43 sites of unauthorized waste placement were revealed, and the work regarding their liquidation is conducted at the moment. The complaints regarding revealed violations concern both utility services of municipal corporations and the activity of legal persons. In such a way, for instance, during the air tour a site of unauthorized waste placement was revealed on the territory of “Baza” OOO (the plant of reinforced concrete structures) of the Volga district of Kazan located on the territory adjacent to the residential estate “Lesnoy gorodok”. A field trip was arranged with regard to this fact, in the course whereof violation of the requirements of the legislation regarding production and consumption waste management was revealed, namely, inspectors of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan revealed unauthorized discharge of construction waste and littering of land with bitumen-concrete mixtures in the ravine on the area of 2 thousand square meters. At present, causes and circumstances leading to this administrative violation are being elucidated. The liability is envisaged according to Article 8.2 of the Administrative Code of the Russian Federation “Failure to comply with ecological and sanitary and epidemiological requirements regarding production and consumption waste management, the substances destroying the ozone layer or other harmful substances” – a fine for legal persons is envisaged in the amount of up to two hundred and fifty thousand rubles; and Article 8.6 of the Administrative Code of the Russian Federation “Land damage” – a fine for legal persons is envisaged in the amount of up to forty thousand rubles. The administrative investigation is conducted at present, and the damage inflicted on nature is being estimated. The situation is taken under control by the Ministry of Ecology and Natural Resources of the Republic of Tatarstan.
