The III International Research and Practice conference “Modern problems of life safety: present and future” was held in the framework of the “Safety and communications” forum

The III International Research and Practice conference “Modern problems of life safety: present and future” was held in Kazan in the framework of the XIX forum “Safety and communications”. The section “Environmental safety” arranged by the Ministry of Ecology was held in the course of the conference under the chairmanship of the First Deputy Minister for Ecology and Natural Resources of the Republic of Tatarstan, Rustem Kamalov.
Environmental safety is the most important and integral part of national safety, which reflects the degree of protection of environment and vital human interests against potential negative influence of economic and other activity, natural or man-induced emergency situations, as well as their consequences. The state policy in the field of ecological development aims at ecologically oriented economic growth; preservation of sustainability of biosphere, biological diversity and natural resources; exercise of the right of any citizen to favorable environment; enhancement of public order in the sphere of environmental protection and assurance of ecological safety.
Three workshops were organized in the context of the section “Environmental safety”:
1. “Familiarization with modern methods of inspection of ambient air state control using a mobile laboratory of ecological safety”
2. “Ecological map of the Republic of Tatarstan. Past experience and implementation”
3. “Assurance of environmental life safety of citizens in the cities of the Republic of Tatarstan”
Following discussions and negotiations with regard to a variety of problems concerning environmental safety, a series of priority trends to ensure ecological safety was defined, including:
 Priority of preservation of natural ecological systems, natural landscapes and natural complexes, maintenance of their integrity and life-supporting functions, prevention, minimization and liquidation of negative impact on the environment;
 Diminution of the risk to the health of the population related to pollution of the environment with emissions, garbage, production and consumption waste;
 Improvement of the system of legal groundwork of environmental safety, creation of normative and legal framework, and the system for agricultural production management ensuring obtainment of eco-friendly foodstuff;
 Rational use of the resources at every stage of the life cycle of products and services considering organizational and technical stage of economic development, international and national factors of competitive edge;
 Creation of the system for safe waste management including economic stimulation of separate collection of solid domestic waste;
 Improvement of transparent conditions of the work of supervisory authorities on every level, as well as IT-technologies for collection of the information on the environmental state, management in the field of ecological safety, and etc.
