Summarization of the results of activity of the Central Territorial Department under the Ministry of Ecology for 2013

The final meeting summarizing the results of work for 2013 and setting up tasks for 2014 was held at the Ministry of Ecology and Natural Resources of the Republic of Tatarstan. Deputy Minister for Ecology and Natural Resources, Chief State Inspector of the Republic of Tatarstan for Nature Protection, Ramil Nizamov, participated in the event. The Head of the Central Territorial Department under the Ministry of Ecology and Natural Resources of the Republic of Tatarstan, Ilkham Sabirov, reported on the carried out work. He acknowledged a series of main tasks that were fulfilled in 2013, in particular: assurance of implementation of measures in the framework of the Year for Environmental Protection in the Russian Federation and the Year for Ecological Culture and Environmental Protection in the Republic of Tatarstan; provision of appropriate sanitary and ecological state of territories of municipal formations; provision of ecological and sanitary and epidemiological safety during the period of preparation and holding of the World Summer Universiade 2013 in Kazan; exploration of the territory of Admirlteyskaya Sloboda in Kazan to reveal potentially dangerous sources of environment pollution entailing violation of ecological legislation in order to take measures of administrative influence in compliance with the applicable legislation.
In 2013, all in all, 2,869 inspections were carried out, 1,944 violations of nature protection legislation were revealed, while 1,961 violations were eliminated, which amounts to 101% (taking into account those that had been revealed earlier), and fines were imposed to the amount of 10 million rubles. All in all, 42 claims on indemnification for the damage inflicted on the environment, amounting to more than 45 million rubles were lodged for violations of nature protection legislation. The majority of claims were lodged for unauthorized waste placement and littering of the territory of Kazan. No claims were lodged in Pestretsy, Vysokaya Gora, Saby, and Rybnaya Sloboda districts regarding indemnification for the damage inflicted on the environment. One claim was lodged in each of the following districts: Laishevo, Tyulyachevo, Zelenodolsk, and Verkhny Uslon.
During 2013 the Central Territorial Department under the Ministry carried out 273 inspections with regard to compliance with air protection legislation. The amount of revealed violations amounted to 285, and the amount of imposed fines totaled to more than 2 million rubles. The main violations of nature protection legislation in the field of air protection included violation of the terms of special permission for emission of pollutants into the air, or its absence, as well as release into service of the means of transport, whereof exhausts don’t comply with technical norms.
All in all, 120 inspections were carried out in the field of compliance with water protection legislation. 122 violations were revealed, and the amount of imposed fines totaled to 705 thousand rubles.
State inspectors of the Central Territorial Department carried out 31 inspections in the field of protection of land resources and mineral resources. All in all, 31 violations were revealed, whereof 29 violations were eliminated. Following the results of the revealed violations, 29 fines were imposed amounting to 1 million 181 thousand rubles.
All in all, 262 addresses of citizens were received by the Central Territorial Department though the “People’s control” system, and the violations were eliminated with regard to 225 addresses, while in 9 cases the materials were referred to the other authorities.
Summarizing the results of the meeting, Deputy Minister, Ramil Nizamov, highly appraised the work of the Central Territorial Department in 2013. According to him, recovery of ever-increasing volume of production and consumption waste remains the key unresolved issue. Ramil Nizamov acknowledged the necessity to activate the work on establishment of the order on the landfills of solid domestic waste, as well as to keep record of waste formation at the companies.
Inspectors of the Central Department, together with representatives of the Kazan Interdistrict Environmental Prosecutor's Office and the Office of the Federal Service for State Registration, Cadastre and Cartography of the Republic of Tatarstan, conducted a survey of the territory of the Zelenodolsk district.
The events were held in the Zainsky district. The commission included inspectors from the Zakamsky Department of the Ministry of Ecology of the Republic of Tatarstan.
The Ministry of Ecology of the Republic of Tatarstan received an appeal from residents about violations of environmental legislation in the Yelabuga district. Inspectors from the Kama Department went to the site and confirmed the fact of dumping production and consumption waste into the territory of the Bug River water protection zone.
