“Clean water: organizational and ecological and legal foundations of provision”

The International online round table on “Clean water: organizational and ecological and legal foundations of provision” took place in Kazan, and the Deputy Minister for Ecology and Natural Resources of the Republic of Tatarstan, Principal State Inspector of the Republic of Tatarstan Ramil Nizamov participated in its work. He acknowledged that this year that is devoted to the Year of Ecological Culture and Environment Protection in the Republic of Tatarstan, the topic of rational water use has been brought up several times on the international, federal and republican levels.
The Ministry of Ecology and Natural Resources of the Republic of Tatarstan, being a regulatory authority, considers opinions of public and specialists in the field of water resources. High interest in “water” topic is caused by increasing attention to the matters of use and conservation of natural resources, the problems of climate change and environment protection both in the Republic and in the world.
During the past 100 years, the Earth population has increased threefold, and at the same time the extent of withdrawal of water resources has increased by more than 6 times achieving almost 4 thousand cubic km per year. 70% ofthisvolumeiswithdrawnforagriculturalneeds.
In July 2010, the UN General Assembly adopted a resolution expressing its anxiety with the fact that almost a billion of people have no access to clean potable water.
Active position of the government of our country on the international scene has played one of the key roles in promotion of the necessity to jointly decide on the burning problems regarding water factor.
The Republic of Tatarstan is one of most abounding in water constituent entities of the Russian Federation.
Meanwhile, despite considerable water resources, the matters of assurance of rational water use leaving out depletion of water resources and decrease of environmental quality are among the most burning problems of social and economic development. As a result of efforts taken on the state level in the last couple of years the Republic of Tatarstan achieved positive results in the solution of a series of problematic issues in the field of use and protection of water resources.
Loss of water during transportation has been reduced along with discharge of polluted waste waters, the volume of water used in the systems of recycling and recurrently sequential water supply has been increased, water-retaining capacity of economy has been reduced, while the indicators of water quality of the sources of potable and utility centralized water supply have improved.
This year, 6 hydrotechnical facilities previously in disrepair have been put into safe order.
Capacity and water loss of water-collecting areas have been increased.
Active measures have been taken in the field of development of the national legislation with regard to water resources management.
Water Strategy of the Russian Federation for up to 2020 has been approved and is now implemented, and it has determined long-term priorities of development of water-economic complex of the Republic of Tatarstan.
The plan of events on its implementation determining the complex of practical measures aimed at achievement of set goals has been simultaneously developed and adopted.
The Federal Target Program “Clean water for the period from 2011 to 2017 years” has been adopted and launched, in the framework whereof the projects on modernization of water-economic infrastructure of housing and utility services are supported. In December 2011, the federal law “On water supply and removal” has been adopted.
Implementation of this law will allow sequential reduction of man-induced impact on water ecosystems, especially in terms of reduction of volumes of specific pollutants discharged into water bodies from industrial contaminators.
