Work of a private enterprise is suspended in Naberezhnye Chelny

At the beginning of November the Cis-Kama Territorial Administration of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan received a complaint of a dense smoke with a sharp smell coming from a pipe of one of the city’s enterprises. The complaint was received through an online reception of the official website of the government.
Specialists of the Cis-Kama Territorial Administration opened an administrative case on the fact of harmful substances emission into the air. In the course of the inspection they found out that the pipe is located in the Sidorovka settlement, in the territory of a production plant in 14 Magistralnaya St. belonging to the sole proprietor Igor Glukhov who is engaged in sale of consumer electronics. These premises had been used for production works, by the time of the inspection all equipment and machines had been switched off. According to the owner, at that moment the premises were used only for electrical products storage, and the pipe was used for withdrawal of fulfilled gases of a boiler-house necessary for the premises heating and running on diesel fuel.
Specialists of the laboratory took samples for the analysis of polluting substances emission into the air on site.
Based on the results of the research, it was revealed that the enterprise generated a negative impact on the environment in the form of harmful (polluting) substances emissions into the air (carbon oxide, nitrogen dioxide, carbon soot). Besides, emission of harmful substances into the air was carried out without special permission, thereby Clause 1 of Art. 14 of the Federal Law “On the Protection of the Air” as of 04.05.1999 under No. 96-ФЗ was violated.
A protocol of an administrative violation under Clause 1 Art. 8.21 of the Administrative Offences Code of the Russian Federation was drawn up in relation to the sole proprietor. The case was submitted to the city court.
At present, the enterprise work is suspended for 30 days by judgment.

Today, at the weekly staff meeting with the heads of structural and territorial divisions, the Minister of Ecology and Natural Resources of the Republic of Tatarstan, Azat Ziganshin, presented badges and official identification cards to the staff of the department.
As part of the monitoring of the territory of Naberezhnye Chelny, inspectors of the Kama Department revealed a violation of environmental legislation.
