In compliance with the order of the President of the Russian Federation, every year starting from December 12, 2013, on the Day of the Constitution of the Russian Federation the All-Russian Day for Reception of Citizens will be held from 12 o’clock until 20 o’clock local time at the Receiving office of the President of the Russian Federation for reception of citizens in Moscow, at receiving offices of the President of the Russian Federation in the federal districts and administrative centers of constituent entities of the Russian Federation (hereinafter referred to as receiving offices of the President of the Russian Federation), in federal authorities and the relevant territorial bodies, federal state authorities and the relevant territorial bodies, executive authorities of constituent entities of the Russian Federation (hereinafter referred to as the state authorities), and at local self-governing authorities.

Starting from 12 o’clock until 20 o’clock local time, representatives of the state authorities or local self-governing authorities shall hold personal reception of the applicants coming within the indicated time period to the relevant receiving offices of the President of the Russian Federation or the relevant authorities, and such representatives shall ensure with consent of the applicants their personal address by means of videoconferencing, video-communication, audio-communication or other means of communication to the authorized officials of other bodies qualified to decide upon the questions raised in the framework of oral addresses. Personal reception will be held on a first-come first-served basis after presentation of the identification document (passport).

Should representatives of the bodies in charge of personal reception of applicants fail to ensure the possibility of personal address of the applicants by means of videoconferencing, video-communication, audio-communication or other means of communication to the authorized officials of other bodies qualified to decide upon the questions raised in the framework of oral addresses taking into account the relevant time zones, the possibility of personal address to the relevant authorized representatives will be ensured within 7 working days after the All-Russian Day for Reception of Citizens, or at any other time convenient for the applicants. Such applicants will be informed on the time, date and place of personal address by means of videoconferencing, video-communication, audio-communication or other means of communication within 3 working days after the All-Russian Day for Reception of Citizens.

By the decision of the relevant state authorities and self-governing authorities, the applicants may be personally received on the All-Russian Day for Reception of Citizens by previous appointment. The information on the addresses of personal reception of applicants on December 12, 2013 is posted online on the official website of the President of the Russian Federation in the section “Personal Reception” of the section “Addresses” (http://letters.kremlin.ru/receptions), as well as online on official websites of the relevant state authorities and self-governing authorities. Reception of citizens by the Ministry of Ecology and Natural Resources of the Republic of Tatarstan will be held at the following address: Kazan, 75 Pavlyukhina str.
