Inspectors of the Prikamsky Department of the Ministry of Ecology of the Republic of Tatarstan, together with the Kazan Interdistrict Environmental Prosecutor's Office, conducted a survey of the territory of the Yelabuga district. Two violations of environmental legislation were recorded near the village of Bolshaya Kachka.
Earlier, a license for the use of subsurface resources was issued to the site, however, during the survey it was recorded that the subsurface user had gone beyond the boundaries of the mining allotment. Illegal mining was carried out on an area of more than 1800 square meters.
In addition, the lands beyond the boundary of the site belong to the category of agricultural purposes. According to Article 78 of the Land Code of the Russian Federation, agricultural land can only be used for agricultural-related purposes. An agricultural land plot can be used for mining operations only after the transfer of this land plot from the category of agricultural land to the category of "industrial land".
A fertile soil layer was removed and relocated in agricultural lands. The total area of the disturbed lands is 16 thousand square meters.
The materials were transferred to the Kazan Interdistrict Environmental Prosecutor's Office. Violators face fines under parts 1 and 2 of Article 7.3 of the Administrative Code of the Russian Federation.
