The implementation of licensing control within the framework of the federal state environmental control has been discontinued, while introducing a procedure for periodically confirming the licensee's compliance with licensing requirements.
On September 1, 2024, amendments to the Regulations on Licensing Activities for the Collection, Transportation, Processing, Disposal, Neutralization, and Disposal of Hazardous waste classes I-IV came into force (except in cases where waste of hazard classes I-IV is not collected at the place of their processing, disposal, neutralization, and placement). The Regulation was approved by Decree of the Government of the Russian Federation No. 2290 dated December 26, 2020, which establishes the procedure for periodically verifying the licensee's compliance with licensing requirements.
From March 1 to March 3, the Unified Portal of State and Municipal Services (functions) will provide an opportunity to submit relevant applications to the territorial bodies of Rosprirodnadzor. In accordance with No. 170-FZ, licensees who received a license before 09/01/2024, after 3 years, are subject to the procedure:
- from the date of license grant;
- from the date of the last scheduled control (supervisory) event (licensing control).
If the licensee fails to provide the documents to the licensing authority on the specified dates, the license is suspended by decision of the licensing authority for a period of three to five months. Information about the suspension of a license is entered in the license register in accordance with the procedure established by law.
