Last year, 17 automatic air pollution control stations of the Ministry of Ecology performed more than 4.3 million measurements. Six mobile environmental laboratories conducted monitoring in 105 locations, and also responded to residents' requests.
Thanks to agreements with enterprises of the republic, the monitoring system receives data from 12 automatic posts. This was announced today at the final board of the department.
"I would like to express my gratitude to Nizhnekamskneftekhim, Tatneft, TANECO, Taif-NK and Kazanorgsintez for their openness and responsibility in environmental protection issues.
Today we are signing another Agreement. This is an additional agreement on receiving data from 2 new stations of Nizhnekamskneftekhim. Connecting enterprises to a single regional monitoring network is not a one-time campaign, but a systematic and comprehensive work, an example of interaction and openness," said Alexander Shadrikov, Head of the Ministry of Ecology.
Thanks to this constructive dialogue, Tatarstan is steadily reducing its total emissions into the atmosphere. Over thirty years, with GRP growing 3 times in comparable prices, the decrease was 24.1%.
However, there are also pain points, the Minister of Ecology noted. The Ministry continues to receive complaints from residents of the northern part of Kazan about the quality of atmospheric air.
According to the results of monitoring in 2024, 1,660 exceedances were detected by air quality control stations, which is 0.038% of the total number of measurements carried out in the republic. 75% of all exceedances were recorded at two stations – in Osinovo and in the residential complex "Salavat Kupere". And 99% of these are excess amounts of hydrogen sulfide.
One of the local sources of excess hydrogen sulfide in 2024 was the discharge of wastewater from the sewage well of the treatment facilities of the Osinovsky rural settlement in the Zelenodolsk district. The damage caused to the soils amounted to almost 3 million rubles.
A lawsuit was filed against the Executive Committee with demands for the reclamation of the disturbed lands and compensation for damage in monetary terms. The court upheld the claim.
The Minister of Ecology said in the report that an interdepartmental working group has been established on behalf of the Head of the Republic of Tatarstan. The Department of Rospotrebnadzor conducts scientific research on air quality in the northern part of Kazan with the involvement of its departmental institutes.
By analogy with Nizhnekamsk, a resolution of the Cabinet of Ministers has been adopted to regulate the load on atmospheric air. This means that decisions on the creation of new or expansion of existing production facilities will be made only based on the results of an analysis of the impact on atmospheric air.
Also, as part of the analysis of the causes of air pollution in the northern part of Kazan, the Ministry has repeatedly emphasized that one of the sources of hydrogen sulfide is the landfill on Khimicheskaya Street. It was closed in December last year, the obligations for its reclamation lie with the operating organization of the Management Company "PZhKH".
