If we talk about global projects and figures, 71.8 billion rubles have been allocated for environmental activities in Tatarstan over the past 7 years. Including more than 41 billion – the contribution of enterprises. Tatarstan has never been afraid to undertake complex, pilot projects in any industry. Since 2019, we have been actively working on the implementation of the national Ecology project, including in the pilots. During this period, 30 events totaling 21 billion 600 million rubles were carried out within the framework of 6 federal projects."
In addition to federal funds, many activities are implemented at the expense of republican funding, local budgets and extra-budgetary sources.
In 2024, Russian President Vladimir Vladimirovich Putin declared environmental well-being one of the national development goals of Russia and announced the launch of a new national project, which replaced the Ecology national project.
In his Message to the State Council of the Republic of Tatarstan, Rustam Nurgalievich Minnikhanov set the task of ensuring the active participation of the region in national projects.
In 2024, environmental protection costs exceeded 11 billion rubles. Tatarstan is a leader in the Volga Federal District in terms of investments in environmental protection.
"The republic proves that the economy can be environmentally friendly. Since 2022, Tatarstan has been the leader of the ESG ratings based on the results of the assessment of the region's work in environmental, social and effective governance issues. As part of the largest federal project, the Volga River Rehabilitation, 13 wastewater treatment plants were built and reconstructed.
As part of the republican program, 36 sewage treatment plants have been repaired since 2018.
In 2024, the reconstruction of biological treatment facilities in Kazan, the largest treatment facility in the republic, was completed.
As part of the "Rehabilitation of the Volga", in parallel with the reconstruction of the Kazan BOS, the reclamation of silt fields was underway. With the support of the Russian Ministry of Natural Resources and Environment, the dates of reclamation have been postponed to 2025 for objective reasons - these are abnormal weather conditions. In 2024, there was a high level of precipitation, which led to severe flooding of the silt maps. The second reason is the replacement of imported flocculant with an analog due to sanctions.
"Upon completion of this pilot project, more than 140 hectares of land in Kazan will be returned to economic use. This territory, together with the renovation of the Novaya Portovaya, will be a continuation of the city's development project on the Volga River. This is a comprehensive solution and a systematic approach," the minister said.
Last year, on behalf of and with the support of the Head of Tatarstan, Rustam Nurgalievich Minnikhanov, construction of the first part of the first stage of the Novaya Portovaya hydraulic structure began with the involvement of federal budget funds. The coastal protection, 12 kilometers long, is planned to be implemented in 4 stages.
In total, 71 GTS have been overhauled since 2019, 10 shore protection structures have been built, work has been carried out on clearing and eco-rehabilitation at 64 water bodies, and about 24 kilometers of the inactive oil pipeline of the Ozernoye field have been dismantled.
This year, on behalf of Vladimir Vladimirovich Putin, the implementation of a new national project "Environmental well-being" begins.
According to the federal project "Water of Russia", the second stage of clearing the Melekeski riverbed begins.
Eco-rehabilitation of the Noksa River is also planned. This is an initiative of the regional branch of the Russian Ecological Society, which was supported by the Head of the Republic of Tatarstan.
