Used lubricants must be disposed of within 11 months.

In accordance with the Decree of the President of the Russian Federation, by 2030 it is planned to recycle 25% of production and consumption waste in Russia. Enterprises are required to ensure timely disposal of hazardous waste. 

In accordance with the Technical Regulations of the Customs Union "On requirements for lubricants, oils and special liquids", owners of spent products must ensure their transfer for processing in order to obtain commercial petroleum products. According to the order of the Ministry of Natural Resources of the Russian Federation "On approval of requirements for handling groups of homogeneous waste of hazard classes I-V", individual entrepreneurs and legal entities with firms, enterprises or organizations that produce used lubricants, oils and special liquids are required to transfer these wastes for disposal within 11 months from the date of their occurrence.

The list of specialized organizations is defined by the decree of the Government of the Russian Federation and is available in the open register at the link: http://reestr.uoit.mnr.gov.ru/.

The register of utilizers is maintained by the Federal Service for Supervision of Environmental Management.
