Alexander Shadrikov: "Tatarstan is a brand trusted by the most complex projects"

Today, Minister of Ecology and Natural Resources Alexander Shadrikov held a direct line on the site of the online publication Real Time. Within an hour, the head of the department answered questions from journalists and residents. Already at the very beginning of the interview, the Minister of Ecology indicated that before talking about the indicators and figures for the year, he would like to focus on one of the sore points – these are appeals to air quality from residents of the northern part of Kazan. 528 appeals were received by the Ministry of Ecology on this topic. "We have done an analysis on the northern part of the city. If there is a total of our AAPCS (automatic air pollution control stations) in the republic  as of December 11, 2024, 1,643 exceedances were recorded, then 1,252 exceedances of them are the exceedances recorded at two AAPCS located in the northern part of Kazan. Of these, 90% are hydrogen sulfide exceedances." The Minister of Ecology said that an interdepartmental working group was created on behalf of the Head of the Republic to solve the problem of air quality in the northern part of Kazan. With the participation of scientists, the issue of preparing an inventory of the largest production facilities is being worked out. By analogy with Nizhnekamsk, a resolution of the Cabinet of Ministers has been adopted, which allows regulating the load on atmospheric air. The implementation of the resolution will make it possible to plan the creation of new production facilities in Kazan and surrounding areas in an environmentally balanced manner. Decisions on the creation of new or expansion of existing production facilities will be made only based on the results of a full analysis of the impact on the atmospheric air of the projected facility together with other facilities in the area.

"A similar approach has been effectively implemented in Nizhnekamsk since November 2016. Thanks to joint efforts over the past 7 years in Nizhnekamsk, the number of complaints from citizens related to air pollution has decreased by 32 times. If 583 applications were received in 2018, then this year only 18," the Minister of Ecology noted.

The head of the environmental protection agency recalled that the Ministry's control stations work around the clock, information on detected exceedances is transmitted to Rosprirodnadzor and Rospotrebnadzor, since 93% of all emissions from this zone fall on enterprises subject to federal environmental supervision.

Answering the moderator's question about significant projects that are being implemented in Tatarstan within the framework of the national Ecology project, Alexander Shadrikov stressed that "Tatarstan is a brand that is trusted by the most complex projects in any field. It is very significant that all our initiatives are supported by the leadership of the Republic. On behalf of Rustam Nurgalievich Minnikhanov, we are working out tasks using the best practices that exist in Russia. We are interested in the experience of our colleagues, the world experience," the minister said.

He listed several key projects that were implemented in Tatarstan under the national project and became pilot projects in the Russian Federation – the reclamation of the Samosyrovsky landfill with the introduction of active degassing technology, the dismantling of the inactive oil pipeline of the Ozernoye oil field, the reclamation of the silt fields of BOSK Kazan. "This is a large-scale project, it was 94 hectares of virtually dead land, and if you take the sanitary zone, then it is 140 hectares of land. Thanks to the national project "Ecology", thanks to the support of the Head of Tatarstan, next year we will complete this pilot project."
