Today, at a press conference at the Republican Tatmedia Agency, Deputy Minister of Ecology of the Republic of Tatarstan Egor Tarnavsky spoke about the republic's plans for a new national project "Environmental well-being".
"Initially, there were 10 federal projects in the national Ecology project, now there will be 6 of them. The Federal Center decided to combine the federal projects "Improvement of the Volga River" and "Preservation of unique water bodies" into a single project "Water of Russia". It will include, among other things, measures for the construction and reconstruction of sewage treatment plants," Yegor Tarnavsky told reporters. The Ministry of Ecology, together with the Ministry of Construction of the Republic of Tatarstan, has prepared a draft of 17 measures that have all the necessary substantiating materials. "In addition, there are about 29 measures for clearing water bodies. All of them have been sent to the Ministry of Natural Resources and the Ministry of Construction of Russia for consideration," the Deputy Minister added.
The speaker noted that the project already includes measures to clear the Melekeski River in Naberezhnye Chelny and the Noksa River in Kazan. This is about 1.04 billion federal subventions.
Speaking about the facilities in more detail, Yegor Tarnavsky said that the clearing of the Melekeski riverbed has been included in the project since 2025: "Today, the budget provides financing for the next three years. The total cost of the event is 320 million rubles. Taking into account the recalculation, I think it will increase. The total length of the object that we will clean is more than 3 km. This is entirely from the federal budget. I would like to note that the first part of this facility was already implemented 2 years ago by the subordinate institution of Rosvodresursy Sredvolgavodkhoz, they cleaned 1.5 km. The most positive reviews were from residents of Naberezhnye Chelny. The completion of the event by Decree of the President of our country will be timed to coincide with the celebration of the anniversary of the city."
"The second event is the clearing of the riverbed of the Noksa River with tributaries in Kazan. Almost 28 km, it costs 718 million rubles. Planned financing is provided for today from 2028. Given the importance of this facility for all residents of Kazan, we set ourselves the task of starting its implementation earlier. We will work on this issue with Rosvodresursy," Yegor Tarnavsky said.
The next federal project in which Tatarstan is planned to participate is "General Cleaning". "By and large, landfills within the boundaries of cities are excluded from it, but objects of accumulated harm remain. We have a number of projects that we plan to announce as part of this federal project," the Deputy minister said.
According to the federal project "Forest Conservation" in the Republic of Tatarstan for the period from 2025 to 2027, subventions from the federal budget in the amount of 486 million rubles are provided. These funds will be used to form a reserve of forest seeds, ensure reforestation and afforestation, equip institutions with forest fire systems and equipment.
In general, within the framework of the national project "Environmental well-being", 8 events of Tatarstan have been preliminarily agreed, for the implementation of which 2,579.6 million rubles have been allocated.
