Ilnur Gubaidullin, First Deputy Minister of Ecology and Chief State Inspector of the Republic of Tatarstan in the field of environmental protection, spoke about the results of last year in the field of supervisory activities.
He explained that the agency is currently working under a moratorium, that is, a ban on scheduled inspections and unscheduled control measures. "Planned control can only be carried out at extremely high-risk facilities. There are no such facilities under the jurisdiction of the regional ministry — they are all under federal supervision," Ilnur Gubaidullin said.
In 2023, the emphasis was placed on the prevention of violations and comprehensive information to nature users. A schedule of preventive visits was developed and approved, 429 consultations were conducted.
However, the moratorium does not cancel supervisory activities, the first deputy minister noted, over the past year, state inspectors of the Republic of Tatarstan in the field of environmental protection announced 3,428 warnings about the inadmissibility of violating mandatory requirements of environmental legislation.
348 demands were made to the violators: 211 of them - in order to compel the elimination of the identified violations and 137 - in order to compensate for damages totaling 302.3 million rubles. Most of the violations have traditionally been identified in terms of waste management. The most popular ones are littering of the territory, non-compliance with environmental and sanitary-epidemiological requirements for waste management, non-conclusion of contracts with regional operators. 150 administrative fines were imposed for 2,053 million rubles, 183 warnings and 106 demands for recovery of environmental damage were issued for a total amount of 218.4 million rubles. "A landfill has been identified in the Samosyrovo area. The clutter area occupied more than 2.7 thousand square meters, the damage was estimated at more than 14 million rubles. Now the landfill has been eliminated," Ilnur Gubaidullin gave examples. Determining the violator, as a rule, becomes the most problematic place in such cases, because it is not easy to prove the involvement of a particular person (legal or physical) in pollution. "I hope that colleagues will finish the work and find out who did it," the speaker concluded.
In addition to preventive work, planned work, of course, work with citizens' appeals remains a priority and important area, said the Chief State Inspector of the Republic of Tatarstan in the field of environmental protection. In 2023 alone, the department received 11,844 applications through various communication channels, 6,297 of them are the School Eco Patrol system
Another popular platform for posting notifications is the GIS RT "People's Control". With the help of this feedback channel, 1,714 notifications were published in 2023 in the field of Ecology. Of these, the largest number of appeals from citizens in such categories as:
