19 September 2013, Thursday
The Minister for Ecology and Natural Resources of the Republic of Tatarstan Artem Sidorov together with inspectors of the State Inspection for Ecological Supervision under the Ministry of Ecology and Natural Resources of the Republic of Tatarstan and inspectors of the Central Territorial Department under the Ministry of Ecology and Natural Resources of the Republic of Tatarstan inspected the ecological state of the old course of Kazanka river on the territory of Admiralteyskaya Sloboda located in Kirovsky district of Kazan. During the raid a series of violations of the nature protection legislation were revealed, including unauthorized waste disposal. On the territory of Kirovsky district there are more than 200 companies. Along the coast of Kazanka river bend the following establishments are located: Federal State Unitary Enterprise “Federal Scientific and Production Center “State Kazan Scientific and Production Company named after V.I. Lenin”; “Santekhpribor” OAO; “Kazan Power Network” OAO; “Tatsherst” OAO; “Safyan” OAO; Contractor Management Committee “Dorstroymaterialy”; “Kazan Plant of Medical Equipment” OAO; “Interterminal” ZAO; State Unitary Enterprise “Kazangostranssignal”; “Iskander” company; “Lavena” OAO; “Bath-house No.5” OAO; Fire Station No.4; Detention Facility No.2 of the Department of Corrections under the Ministry of Justice of Russia for the Republic of Tatarstan; “Poly Trade” ZAO; “Serp & Molot” OAO. To that extent, by the order of the Minister for Ecology and Natural Resources of the Republic of Tatarstan Artem Sidorov the plan of work for prevention of negative impact on the environment, including the issue of waste management was elaborated.
Kazanka river bend was formed following construction of engineering structures as part of the complex of protection facilities of Kazan against swamping and flooding with the waters of the Kuybyshev Reservoir. The complex was put into operation in 1957 due to construction of the reservoir, and it has been operated for more than 50 years now. Due to deterioration and exhaustion of resources, the system of engineering structures might fail during its further operation, which might lead to hydrodynamic accident to the extent close to the territorial emergency situation.
During the last 50 years the bend serves as a natural drain canal for decrease of the level of ground waters of the adjacent territories and a retention basin for reception of storm and melt waters from the catchment basin with further pumping of these waters by the pumping facility No. 7 to the Kuybyshev Reservoir.
Due to sediment accumulation and bank caving, a formerly full-flowing course of Kazanka river is now represented by a network of reservoirs joint together by means of channels.
Inspectors of the Central Department, together with representatives of the Kazan Interdistrict Environmental Prosecutor's Office and the Office of the Federal Service for State Registration, Cadastre and Cartography of the Republic of Tatarstan, conducted a survey of the territory of the Zelenodolsk district.
The events were held in the Zainsky district. The commission included inspectors from the Zakamsky Department of the Ministry of Ecology of the Republic of Tatarstan.
The Ministry of Ecology of the Republic of Tatarstan received an appeal from residents about violations of environmental legislation in the Yelabuga district. Inspectors from the Kama Department went to the site and confirmed the fact of dumping production and consumption waste into the territory of the Bug River water protection zone.
