The order “On making amendments to the Procedure of location of the sources of emission of harmful substances (pollutants) into the atmosphere” has come into force

The order of the Ministry of Natural Resources and Ecology of the Russian Federation as of July 18, 2013 under No. 249 «On making amendments to the Procedure of location of the sources of emission into the atmosphere of harmful substances (pollutants) liable to state accounting and standardization, approved of by the order of the Ministry of Natural Resources and Ecology of the Russian Federation as of December 31, 2010 No. 579” has come into force. The order has also specified the Procedure of location of the sources of emission into the atmosphere of harmful substances (pollutants) liable to state accounting and standardization with regard to the sources of emission of radioactive substances.
Subject to the adjusted Procedure, only such sources of emission of radioactive substances, whose total discharge creates an individual annual effective dose of more than 10 µSv excluding diffusion, will be liable to state accounting and standardization.
In such a way, state accounting and standardization of emission of radioactive substances is not necessary if their impact is minimal and in no way can lead to exposure of the population to radiation exceeding minimally significant effective dose of 10 µSv per year. This norm has been set on the international level and it is used to detect the lower level of danger of radiation sources, starting from which it is necessary to exercise control with regard thereto.
Moreover, the order also limits the list of radioactive substances liable to state accounting and standardization that come from the emission source to the radioactive substances that cumulatively account for more than 99% of the annual effective dose of exposure.
For a series of economic entities this norm will allow to limit the list of emitted radioactive substances liable to state accounting and standardization to the most significant from the point of view of the effect exercised by radioactive substances.
