Alexander Shadrikov: "Our common task is to reduce complaints about air quality in Salavat Kupere to zero. In the meantime, we see that there are still excesses and questions from residents"
Today, the Ministry of Ecology held a regular interdepartmental meeting on air quality in the Kirov and Aviastroitelny districts of Kazan with the participation of the head of the department Alexander Shadrikov, representatives of the Volga-Kama Interregional Department of Rosprirodnadzor, the Department of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare in the Republic of Tatarstan, the Executive Committee of Kazan and the management of the MC "PZhKH".
Let us recall that this is the third working meeting in such composition. The first meeting was held in February on the initiative of the Minister of Ecology.
As the head of the Ministry of Ecology noted at the very beginning of the meeting today: "The main goal of the working meeting is to solve the problem with air quality in the Aviastroitelny and Kirovsky districts of Kazan. We have already worked out a number of issues, there is a roadmap. However, this weekend there were complaints again, there are excess hydrogen sulfide." So, on April 2, at the automatic air pollution control station (AAPCS), which is installed in the village Osinovo, excess hydrogen sulfide was recorded.
The increase in the number of complaints this weekend was also recorded by the inspectors of Rospotrebnadzor and Rosprirodnadzor.
The Minister of Ecology asked to report on the performance of work at the MSW landfill on Khimicheskaya Street, indicated in the roadmap. Dmitry Petrov, General Director of the Management Company "PZhKH", informed the audience that during March, deodorization was carried out at the landfill using 1,180 liters of an organic reagent solution. This method is harmless and environmentally friendly – the source of the odor is affected by an aqueous emulsion of the "water-oil" type. Also, as part of the implementation of the action plan, the regular delivery of mineral soil to the landfill of MSW "Khimicheskaya" was carried out for pouring the body of the map. The issue of pumping and transporting filtrate from the landfill and launching local treatment facilities at the landfill remains unresolved. As noted by Iskander Ginniyatullin, Deputy Head of the Executive Committee of Kazan for Housing and Communal Services, the issue of transportation of filtrate needs to be resolved as quickly as possible, in addition, it is also necessary to speed up work on the preparation of the draft amendments to the concession agreement, which would include issues on the reclamation of the landfill with a full cycle of degassing. Acting Deputy head of the Volga-Kama Interregional Department of Rosprirodnadzor Bulat Akhmadiev, in turn, noted that the activities at the landfill should be aimed at the complete elimination of all those violations that were identified during an unscheduled on-site inspection of Rosprirodnadzor. Let us recall that the agency initiated an inspection of the MSW landfill after a huge number of complaints received by environmental agencies from residents of the Kirovsky and Aviastroitelny districts of Kazan. During the inspection, gross violations were revealed during the operation of the facility – this is a deviation from the design documentation, leakage of contaminated filtrate along the perimeter of the landfill, the absence of sampling holes on the sources of atmospheric air pollution, and a number of others.
Let us recall that the Ministry of Ecology is now online monitoring the situation in the residential complex "Salavat Kupere", a new automatic air pollution control station has been opened here. In addition, a mobile environmental laboratory leaves on weekends. Also, the laboratory of "TsLATI" of Rosprirodnadzor in March made 10 measurements of the state of atmospheric air – 5 in the direction of the Aviastroitelny district and 5 in the direction of the village of Novonikolaevsky in Zelenodolsky district. To date, no measurements have been carried out in the direction of the residential complex "Salavat Kupere" due to the lack of the necessary wind direction. According to the results, exceedances were detected on March 7 and March 28.
