Today, according to numerous complaints from residents of the Salavat Kupere microdistrict and the Aviastroitelny district, ecologists of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan, the Volga-Kama Interregional Department of Rosprirodnadzor and specialists of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare in the Republic of Tatarstan left in the morning to assess the state of the air. Atmospheric air sampling was carried out at 2 points in automatic mode using special equipment installed at the mobile environmental laboratory of the Ministry of Ecology of the Republic of Tatarstan and manually by specialists of the Rospotrebnadzor laboratory. Samples were taken at 6:00 in the residential complex "Salavat Kupere" on Nail Yusupov Street, 5 and at 07:45 in the residential area North on Kamyshinskaya street, 84. It is worth noting that at the time of departure there was no smell in the residential district "Salavat Kupere", and an unpleasant smell was felt in the village of Severny.
The samples were analyzed according to the following indicators: carbon monoxide, nitrogen, nitrogen oxide and dioxide, ammonia, sulfur dioxide, hydrogen sulfide, formaldehyde, benzene, isopropylbenzene, toluene, o-xylene and MP xylene, butyl acetate, phenol, styrene and chlorobenzene. According to the results of the analysis, no exceedances of the maximum permissible concentration of pollutants were detected. Additionally, we inform you that according to the results of the analysis of samples taken by inspectors using a manual sampling pump on February 6, there were also no exceedances of the MPC of pollutants. The analysis of atmospheric air with the help of Rospotrebnadzor gas analyzers also revealed no excess. The results of the chromatograph study will be known within a few days.
According to the first Deputy Minister of Ecology Airat Shigapov, last year there was a surge in citizens' appeals aimed at the quality of atmospheric air in the Kirovsky and Moscovsky districts of Kazan, as well as in the area of the residential complex "Salavat Kupere". During the year, more than 200 appeals were received. All complaints were considered and response measures were taken. The Ministry of Ecology, together with employees of the Volga-Kama Interregional Department of Rosprirodnadzor, conducted visits for sampling atmospheric air, including with the participation of the "Salavat Kupere" complex residents. Based on the data of route surveys, inspections were carried out together with the prosecutor's office. Similar field trips and route surveys of territories were conducted to identify potential sources of periodic air pollution. It turned out that the main potential sources could be three enterprises, including the landfill on Khimicheskaya St., owned by the MC "PZhKH". Information about all 3 objects was transferred to the Volga-Kama Interregional Department of Rosprirodnadzor for inspection together with the Kazan Interdistrict Environmental Prosecutor's Office. According to the results of the inspections, a number of gross violations were found during the operation of the landfill of the MC "PZhKH". The company was brought to administrative responsibility under Article 8.1, Part 4 of Article 8.2 and Part 2 of Article 8.4 of the Code of Administrative Offences of the Russian Federation.
In addition, for carrying out economic activities without established standards for the emission of pollutants until 31.03.2021, a request was sent to the regional operator LLC MC PZhKH for additional charges for emissions of pollutants in the amount of 18.9 million rubles. At the moment, the claims of the Department are being considered by the Arbitration Court of the Republic of Tatarstan.
Currently, in order to respond promptly, the Ministry has installed an automatic air pollution control station – AAPCS. It is installed on the territory of the MBOU "Multidisciplinary Lyceum No. 188" of the Kirovsky district of Kazan, Ilgam Shakirov Avenue, 3. Technical work is currently underway (installation of racks for environmental analysis equipment and a sampling probe for air sampling, electricity supply and internal wiring work, installation of air conditioning and heating systems). AAPCS will automatically select air 24/7.
