261 appeals for air quality were received by the Ministry from residents of the Kirovsky and Moskovsky districts of Kazan

Specialists of the Ministry, with the involvement of a mobile environmental laboratory, organized about 50 trips for sampling atmospheric air, including with the participation of residents of the residential complex "Salavat Kupere".  The results of the analysis and the work carried out jointly with the interregional department of Rosprirodnadzor were told to journalists today at a press conference in Tatmedia.

"Last year there was a surge of citizens' appeals aimed at the quality of atmospheric air in the Kirov and Moscow districts of Kazan, as well as in the area of the settlement of Osinovo in the Zelenodolsk municipal district — we are talking about the residential complex "Salavat Cooper". More than 200 appeals from citizens have been received in a year," said First Deputy Minister of Ecology Airat Shigapov. He noted that all appeals were considered, response measures were taken. Together with the employees of the Volga-Kama Interregional Department of Rosprirodnadzor, visits were conducted to take atmospheric air samples. In total, 12 night and 27 day raids were carried out, including with the participation of residents of the residential complex "Salavat Kupere". 147 appeals were redirected to the Rospotrebnadzor of the Republic of Tatarstan.

"Since there were complaints about the air quality in the residential zone, we redirected these appeals to the jurisdiction of Rospotrebnadzor. We also worked out complaints together with Rosprirodnadzor - these are repeated visits with a mobile laboratory, which took samples online and showed the results. Based on the data of route surveys, inspections were carried out together with the prosecutor's office. Citizens' appeals continue to arrive, there are fewer of them, but they are there," Airat Shigapov stressed.

Based on the results of the complaints, inspections were carried out. The results of the inspections were reported by the head of the Volga-Kama Interregional Department of Rosprirodnadzor Fayaz Shakirov. He said that violations of the legislation on air protection were detected at four enterprises. Some do not have an action plan for the days of adverse weather conditions. "And this may be one of the causes of atmospheric air pollution during unfavorable meteorological conditions," explained the head of the Volga-Kama Interregional Department of Rosprirodnadzor.  According to him, it is possible that the unpleasant smell in the Aviastroitelny district of Kazan is associated with the "PZhKH" holding company. A number of violations were detected at the enterprise and excess amounts of formaldehyde by 1.5 times and hydrogen sulfide by 2.3 times were recorded. At the moment, the company has been brought to administrative responsibility under Article 8.1, Part 4 of Article 8.2 and Part 2 of Article 8.4 of the Code of Administrative Offences of the Russian Federation.

In addition, for carrying out economic activities without established standards for the emission of pollutants until 31.03.2021, a request was sent to the regional operator LLC HC PZhKH for additional charges for emissions of pollutants in the amount of 18.9 million rubles. At the moment, the claims of the Department are being considered by the Arbitration Court of the Republic of Tatarstan.
