To develop a "road map" to eliminate the facts of environmental violations within the boundaries of water protection zones
Environmental issues were discussed today in the Ministry of Agriculture and Food of the Republic of Tatarstan at a joint meeting of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan and the Ministry of Agriculture and Food of the Republic of Tatarstan.
It was attended by Minister of Ecology and Natural Resources of the Republic of Tatarstan Alexander Shadrikov, Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov, Head of the Rosselkhoznadzor for the Republic of Tatarstan Ilnur Galeev, as well as municipal districts that participated via videoconference. The participants discussed the implementation of the protocol of the meeting of the Security Council of the Republic of Tatarstan on the issue of ensuring environmental safety in the field of protection of water bodies.
First Deputy Minister of Ecology Ayrat Shigapov reported on violations of environmental legislation that are detected by inspectors of the Ministry of Ecology in the field of agriculture.
"One of the negative factors that affects the state of our water bodies is diffuse runoff, which are among the real environmental problems.
Of these, the runoff of agricultural enterprises is the greatest danger to water bodies. Once again, I would like to remind you that within the coastal protective strips, it is prohibited by law to plow land. However, agricultural producers often ignore this requirement. This approach is unacceptable!
The second significant problem is violations in the handling of animal waste used as fertilizer. It is necessary to pay attention that as a result of these violations, these wastes can fall into our water bodies along the terrain, causing irreparable damage," the First Deputy Minister of Ecology noted.
Ilnur Galeev, Head of the Rosselkhoznadzor, told more about the problems of storing livestock waste within the boundaries of water protection zones.
"In 2022, the Department received 385 complaints related to the use of waste from livestock enterprises and poultry farms as organic fertilizer. The population living near such enterprises complains of an unpleasant smell," Ilnur Galeev outlined the significance of the problem.
Summing up, Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov noted that in order to jointly resolve issues, it is necessary to approve a work plan in each municipal district together with investors, agricultural producers and rural settlements and immediately begin to implement it. To do this, it is necessary to assign the deputy head of the Executive Committee responsible for coordinating work on the environmental safety of water bodies in each municipal district, take personal control to prevent all the facts of plowing land, placing animal husbandry waste within the boundaries of water protection zones and coastal protective strips of water bodies and develop a "road map" to eliminate the identified violations within the boundaries of water protection zones and coastal protective strips of water bodies.
