This was stated today by Tatarstan President Rustam Minnikhanov at an expanded meeting of the members of the Scientific Council of the Russian Academy of Sciences on Global Environmental Problems and the Interdepartmental Permanent Working Group on Ensuring Environmental Safety in the development of the Nizhnekamsk industrial hub.
The delegation of the Russian Academy of Sciences today visited the largest industrial enterprises of the Nizhnekamsk region. Leading scientists of the country appreciated Large-scale reconstruction of biological treatment facilities, construction of a new olefin complex, projects in the field of environmental safety of TANECO JSC.
"I came here in the 80s and 90s, and I understand that what is happening today is a very important positive step not only for the development of Nizhnekamskneftekhim, but also for the city as a whole. I would like to note that the ecological situation in the city has changed with the reconstruction of the BTP," Oleg Sinyashin, head of the scientific direction "Chemistry" of the Kazan Scientific Center of the Russian Academy of Sciences, shared his impressions.
Academicians also highly appreciated the new complex of Nizhnekamskneftekhim. Currently, the main design work has been completed here. According to Lenar Nagimullin, director of the EP-600 plant, solutions that meet the high level of requirements for environmental impact parameters will be applied at the new plant.
The scientists noted the responsible approach of the enterprise to environmental safety issues, which were worked out at the design stage. The academics asked if the current economic situation would affect the supply of equipment for the new complex. As reported at PJSC Nizhnekamskneftekhim, the equipment has already been delivered by 94 percent and there are no problems with supplies.
"There is a powerful production base here; it is one of the largest chemical complexes in Europe. I am surprised by the high qualification of specialists, the motivation of people to do a good job. The development of the fundamentals of environmental safety is in the focus of attention of the Kazan Scientific Center, all this is very impressive. Our center within the framework of the consortium of ecology of industrial cities will take an active part in the development of the fundamental foundations," Zinfer Ismagilov, academician of the Russian Academy of Sciences, shared his impressions.
The guests also visited JSC "TANECO". "We have always paid considerable attention to environmental protection, invested huge funds in the social development of territories. This is not following trends, but a long-term policy that Tatneft has been following since its foundation", - said Ilshat Salakhov, General Director of TANECO JSC. Leading Russian scientists were told about global projects in the field of environmental well-being that are being implemented at JSC TANECO.
The results of the visit to Nizhnekamsk were summed up at the Scientific Council of the Russian Academy of Sciences on global environmental problems and the interdepartmental working group on ensuring environmental safety in the development of the Nizhnekamsk industrial hub with the participation of Tatarstan President Rustam Minnikhanov. The introduction of the latest developments in the field of environmental safety was discussed at the meeting.
Rustam Minnikhanov stressed that the Nizhnekamsk industrial hub of Tatarstan has been formed as a competence center in the field of petrochemical production. "Today we see increasing attention to the issues of sustainable development, ensuring the environmental safety of production. There is a growing demand for environmentally efficient technological solutions," he said.
The President of the Republic of Tatarstan noted that the concept of "industrial partner" is often used in state programs. This suggests the need for closer cooperation between industry and science. Also Rustam Minnikhanov drew attention to the fact that today the economy is experiencing the strongest pressure from Western countries. This primarily concerns access to foreign technologies, equipment and materials, including for solving environmental problems. There is a great potential for joint work in this direction.
"I am sure that our further cooperation will contribute to the implementation of plans for the introduction of green technologies, digital solutions to reduce the carbon footprint, as well as the implementation of projects in the field of energy and resource conservation," the President of the Republic of Tatarstan stressed.
Minister of Ecology and Natural Resources of the Republic of Tatarstan Alexander Shadrikov noted that special attention is paid to environmental safety issues in Tatarstan. Over the past three years, 30 billion rubles have been allocated for environmental protection measures. According to this indicator, the republic occupies a leading position in the Volga Federal District.
As part of the implementation of federal projects of the national project "Ecology" in 2019-2021. Tatarstan has received more than 7 billion rubles. "Environmental safety is also a priority for Tatarstan enterprises. Over three years, they have allocated over 20 billion rubles for these purposes," the minister said.
He noted that in order to create high-tech technologies to solve environmental problems, the Ministry of Ecology of the Republic of Tatarstan signed a cooperation agreement with a consortium of scientific institutes of the Russian Academy of Sciences. Joint work is carried out in such areas as "Waste treatment and disposal" and "Ecology of industrial cities". Also this year, a pilot project will be implemented to improve the ecological condition of rivers and reservoirs on the example of the Kazanka River.
Alexander Shadrikov reported that on behalf of the President of Tatarstan, a program for the implementation of an experiment to achieve carbon neutrality is being formed in the republic. In order to further preserve a favorable environment, the main goal is to maintain the vector of reducing emissions, including greenhouse gases, with further production growth. To achieve this goal, the introduction of advanced high-tech technologies into production processes should be ensured.
Chairman of the Scientific Council of the Russian Academy of Sciences on Global Environmental Problems Stepan Kalmykov, in turn, highly appreciated the implementation of environmental measures by Tatarstan enterprises, expressed readiness to develop cooperation in this area.
"It is not the first time that the Ministry of Ecology has gathered representatives of the Russian Academy of Sciences to search for innovative approaches to improve environmental quality indicators. Nizhnekamsk Industrial Hub is one of the largest in the Russian Federation. Both our ministry and the leadership of the republic adhere to the fact that any management decision must be scientifically sound," Alexander Shadrikov, Minister of Ecology and Natural Resources of the Republic of Tatarstan, stressed in an interview.
He noted that the main purpose of today's meeting is to create a platform where industrial partners could voice their questions, and scientists were actively involved in the work.
"The interaction of science, authorities and industrial enterprises is the main vector of development not only in the field of ecology, but also in solving any other tasks," Alexander Shadrikov stressed. Following the results of the visiting session, an agreement on cooperation was signed between the Ministry of Ecology and Natural Resources of the Republic of Tatarstan and the Scientific Council of the Russian Academy of Sciences on global environmental problems of the FSUE "Russian Academy of Sciences".
