115 appeals about illegal storage of snow were received by the public reception of the Ministry
115 appeals from Tatarstan citizens were received by the Ministry through the public environmental reception about places of illegal snow storage (in 2021 there were 275 such appeals). 73 violations of the requirements of environmental legislation were revealed during unauthorized placement of contaminated snow (for 2021 - 133). The amount of fines imposed for this offense this year amounted to 493 thousand rubles, for comparison in 2021 the amount was 558 thousand rubles. 61 administrative materials were compiled, according to Part 1 of art.8.2 of the Administrative Code of the Russian Federation and according to Part 4 of Article 8.13 of the Administrative Code of the Russian Federation.
Taking into account that within the framework of the sanitary and ecological two-month period in 2021, the facts of cluttering the territory of temporary storage of snow with production and consumption waste were revealed, as well as numerous appeals from citizens received by the Ministry during 2021, in order to prevent violations of legislation and exclude the danger of occurrence and increase of social tension among the population, a decision was made by the Executive Committees of the city of Kazan to carry out the operation of temporary snow storage sites during the period of an emergency situation associated with a large amount of precipitation, subject to the following conditions:
1. It is necessary to identify responsible persons for the maintenance and operation of temporary snow storage sites during the period of an emergency situation associated with a large amount of precipitation.
2. Responsible persons and local self-government bodies should organize measures to prevent negative impacts on lands and soils (Articles 12, 13 of the Land Code of the Russian Federation), plan and implement measures to protect soils from negative impacts (including compliance with the requirements established by the above-mentioned SanPiN 2.1.3684-21). It is necessary to exclude the import of solid municipal and other waste to the places of temporary storage of snow.
3. To exclude the accumulation and long-term storage of snow mass at the places of temporary storage of snow, outside the periods of an emergency situation associated with a large amount of precipitation, systematically carrying out export to existing urban snow melting points for subsequent disposal.
4. After using temporary snow storage sites during the emergency period, responsible persons by the beginning of the spring citywide two-month period should carry out work to bring the specified territories into proper ecological and sanitary condition.

Snow removal in the city of Kazan is carried out at 7 snow melting stations (Pobedy Ave.,109/1, Krutovskaya,18/1, Portovaya,19 k4, Gladilova,17a, Vorovsky,4, Tetsevskaya,2/4, Adela Kutuya). In case of heavy snowfall, when snowmaking stations cannot cope with the volume of precipitation, the Executive Committee has allocated places for temporary storage of snow with its subsequent export to snowmaking plants.
25 temporary snow storage sites have been registered in Kazan: Vasilchenko str., 41v; Puteiskaya str., 10; Portovaya Str. (towards A.Khalikov Str.); Portovaya Str. (along power lines between railway tracks and Khalikov Str.); in the Mirny residential compound near the fruit nursery of the Municipal Unitary Enterprise of the Gorvodzelenkhoz Trust; territory near the Kadyshevo village; intersection of streets F. Amirkhana and M. Mil (in the area of the car market); Derbyshki residential area (behind KOMZ); 3 platforms of Samosyrovo residential compound; 3 sites near the territory of the Seventh Heaven; Salavat Kupere residential complexes; 3 sites parallel to the Batallov Brothers Street; the eastern part of the Vysokaya Gora village, 300m from residential place; Krasnoselskoye rural settlement, North-western part of the street Stancionnaya, Kamenka village, opposite Kirov settlement, coordinates 55.7451/48.9432; "Innopolis City"; the territory of the unfinished construction of a plant for processing solid household and industrial waste, located to the right of the branch of JSC "KMPO"; the territory of the former large-panel housing construction plant (KPD); 800 m. in the direction to the south from house No. 68 on Lesnaya St., Aisha village.
In total, 75 temporary snow storage sites have been registered in the regions of the Republic.
