Today, a meeting was held at the Ministry of Ecology and Natural Resources of the Republic of Tatarstan with the participation of Dmitry Tetenkin, Deputy Minister of Natural Resources and Ecology of the Russian Federation, where the issues of introducing changes to the procedure for obtaining licensing and permitting documentation allowing to start quarrying for construction projects in the Republic of Tatarstan within 30 days from the date of filing an application for rights were considered Subsoil use within the framework of the Decree of the Russian Federation dated 12.03.2022 No. 353 "on the specifics of permitting activities in the Russian Federation in 2022.
"The Ministry is ready to carry out verification and approval of permits in due time," said Alexander Shadrikov, Minister of Ecology and Natural Resources of the Republic of Tatarstan.
He said that the List of subsurface areas of local significance in the Republic of Tatarstan includes more than 220 subsurface areas, in the near future it is planned to include another 50 sites. The list includes all types of CUM used for construction.
Alexander Shadrikov also suggested considering the possibility of amending the norm of Article 19 of the Law of the Russian Federation "On Subsoil" in terms of establishing a closed list of entities subject to the norms of this article (individuals, legal entities, municipalities), as well as specifying the concept of "own needs", including the needs of municipalities. This approach will significantly reduce the costs of construction, reconstruction and overhaul of intra-village roads, their maintenance, as well as landscaping of municipal areas.
