The carbon neutrality program was discussed in Nizhnekamsk during a visiting meeting of the Interdepartmental Working Group

3 March 2022, Thursday

Global global trends were discussed yesterday in Nizhnekamsk. Olga Manidicheva, Deputy Minister of Ecology, spoke about limiting greenhouse gas emissions or carbon neutrality during the meeting of the working group. The climate crisis, overproduction, the problem of waste - it is obvious that it is very important now to invest in sustainable development, especially in the business sector - the speaker emphasized the importance of the problem. She noted that the Republic of Tatarstan is an environmentally oriented region of Russia and occupies one of the leading positions among the subjects of the Russian Federation in solving issues in the field of environmental protection and energy conservation. In 2021, on behalf of the President of the Republic of Tatarstan, an interdepartmental working group on climate policy and decarbonization plans was established. Tatarstan's Carbon Neutrality Program is currently being prepared. This is a whole range of socio-economic measures aimed at reducing greenhouse gas emissions. "One of the important directions is the development of hydrogen energy. We note that today a number of research works are being carried out both in KFU and in KHTI together with industrial partners of PJSC Tatneft. There are also developments in KAMAZ PJSC," Olga Manidicheva said. Another direction is the modernization of the existing energy complex. The republic has a program "energy saving and energy efficiency improvement" aimed at solving decarbonization issues, including projects for the construction of wind farms, equipping facilities with solar panels.

Tatarstan has also adopted a program for the development of the petrochemical complex for 2020 - 2024 and the prospect until 2034. In the context of the upcoming Federal project "General Cleaning", a separate direction "organization of monitoring of the state of liquidated deep wells in the territory of the undistributed subsoil fund" is planned. "We believe that the republic can take an active part in this direction within the framework of this project," the Deputy Minister noted.

Another important area of carbon neutrality is the further development of gas-engine fuel, the transition to electric transport, and the creation of an infrastructure for chargers. All the developments are already there. It is also important to study sequestration abilities, as well as the increase in the absorption of greenhouse gases on the territory of the Republic of Tatarstan. For these purposes, a carbon landfill based on KFU is being created in Tatarstan. The goal of all these measures is to reduce the CO2 balance values by 40% by 2030, and by 2050 to reach full carbon neutrality of the region.

At the end of the speech, Olga Manidicheva called on the enterprises of the Nizhnekamsk industrial hub to actively participate in the implementation of the republic's initiatives to create a Carbon Neutrality Program.

For reference: Carbon neutrality is the state of net zero carbon dioxide emissions. This can be achieved by balancing carbon dioxide emissions with its absorption and removal.
