Alexander Shadrikov: "The most important indicator of the effectiveness of our work is feedback from the public"
Environmental safety issues were discussed today in Nizhnekamsk. A visiting meeting of the Interdepartmental Working Group (IWG) on ensuring environmental safety in the development of the Nizhnekamsk industrial hub was held here under the leadership of the Minister of Ecology and Natural Resources of the Republic of Tatarstan Alexander Shadrikov. Ramil Mullin, the head of the Executive Committee of the Nizhnekamsk district, as well as representatives of large industrial enterprises took part in the IWG. They considered a number of issues, including environmental protection measures of PJSC Nizhnekamskneftekhim, JSC TANECO, JSC TAIF NK, development of municipal infrastructure in order to ensure environmental safety, heard information about the results of the activities of the Volga-Kama Interregional Department of Rosprirodnadzor, discussed the development of the program "Carbon Neutrality of the Republic of Tatarstan" and the issue of establishing a representative office of the Central Committee in Nizhnekamsk. Opening the meeting, Alexander Shadrikov emphasized that the issue of environmental safety of the Nizhnekamsk district, where the largest industrial enterprises of Tatarstan are concentrated, has always been in the zone of the closest attention. This area was the first in Tatarstan, where automatic air pollution control stations (ASKZAS) were installed back in 2008 and a mobile environmental laboratory was launched. Now here the air analysis is carried out for 5 ASKZAS and 1 PEL for 41 parameters, and up to 59 pollutants are analyzed in the laboratory. A stationary laboratory of CLATM has also been established on the territory of Nizhnekamsk. Last year, the republic allocated over 36 million rubles for retrofitting the existing equipment. Also in 2021, the Ministry signed an agreement with PJSC Nizhnekamskneftekhim on the mutual exchange of data from automatic posts. Taking into account the receipt of additional information from the posts of the enterprise, the observation area has expanded and the efficiency of environmental protection measures has increased.
For qualitative analysis of the state of atmospheric air and rapid response, the Ministry uses the SEMOS software package and GIS "Ecological Map of the Republic of Tatarstan". In case of identifying the excess, the interested authorities, as well as enterprises, receive appropriate notifications for making management decisions. The Minister of Ecology said that during the period of work of the Interdepartmental Working Group (since 2006), Nizhnekamsk enterprises have ensured a reduction in the total mass of emissions by 27 thousand tons/year. According to Alexander Shadrikov, the main indicator of the effectiveness of joint work of both enterprises and government agencies is the reduction in the number of complaints from the population. He gave a good example. If in 2018 583 questions were received on the quality of atmospheric air, then in 2021 there were 149 such complaints. The decrease is almost 4 times. It is important that the work to reduce emissions into the atmosphere by enterprises was continued. During the meeting of the working group, representatives of PJSC Nizhnekamskneftekhim, JSC TANECO and JSC TAIF NK told about their environmental measures. In particular, PJSC Nizhnekamskneftekhim allocated 13 billion rubles for environmental programs, thereby reducing emissions into the atmosphere by almost 2 times. Technical re-equipment and modernization at JSC TANECO is continuing, and JSC TAIF-NK plans to install automatic air pollution control posts.
