Black smoke and a pungent smell attracted the attention of residents of Naberezhnye Chelny, living on the Gidrostroiteley st. They sent the complaint to the People's Control. Inspectors of the Kama territorial Administration, who went to the site, identified the source of emissions – this is a boiler house running on firewood and pallets. As it turned out, due to the fact that the firewood ran out, the head of the boiler room decided to use spent sleepers. During the administrative investigation, it was established that an inventory of sources of emissions of harmful (polluting) substances into the atmospheric air was not carried out. Also, the organization is not on the state register as an object of negative impact on the environment, which is a violation of Article 30 of the Federal Law "On the Protection of Atmospheric Air" dated 04.05.1999, No. 96-FL and Article 69.2 of the Federal Law "On Environmental Protection" dated 10.01.2002, No. 7-FL.

In relation to a legal entity, protocols have been drawn up under Article 8.1 of the Administrative Code of the Russian Federation "Non-compliance with environmental requirements in the implementation of urban planning activities and operation of enterprises, structures or other objects" and Article 8.46 of the Administrative Code of the Russian Federation "Non-fulfillment or untimely fulfillment of the obligation to submit an application for state registration of objects that have a negative impact on the environment, submission of information for updating accounting information". Additionally, for waste incineration, the head of the enterprise was involved under Article 8.2 of the Administrative Code of the Russian Federation "Non-compliance with environmental protection requirements in the handling of production and consumption waste". According to the identified violations, a submission on elimination was issued for a period of 1 month.
