The second meeting of the Interdepartmental working group

In the Ministry of Ecology and Natural Resources of the Republic of Tatarstan under the chairmanship of Deputy Minister Timur Akchurin, the second meeting of the Interdepartmental working group was held to elaborate solution on reduction of potential negative impact as a result of rise of water level of the Cheboksary Reservoir to the normal check level of 68 meters created subject to the decree of the Cabinet of Ministers of the Republic of Tatarstan as of 17.09.2012 under No. 1680-р.

Representatives of the party ordering project development – OAO “RusGydro”, project developer – OAO “Engineering Center for Energetics of the Volga Region”, Ministry for Civil Defense and Emergency Situations of the Republic of Tatarstan, Volga Region Administration of the Russian Federal Service for Ecological, Technical and Atomic Supervision (RosTekhNadzor), the Ministry for Architecture, Construction, Housing and Utilities of the Republic of Tatarstan, as well as representatives of scientific community took part in the meeting.

During the meeting it was noted that the customer (OAO “RusGydro”) and the developer (OAO “Engineering Center for Energetics of the Volga Region”) failed to fulfill provisions of the minutes of the first meeting, in particular, the issue of inclusion of the following items into design documentation:

1) Declaration of safety of projected hydraulic structures;

2) Evaluation of the extent of damage that might be inflicted with regard to life, health of individuals, property of individuals and legal persons as a result of break-downs of hydraulic structures at Cheboksary Hydro-Electric Power Plant with design reference mark of 68 m;

3) Section of environment impact assessment procedure that includes evaluation of impact of projected activity on the environment of the Republic of Tatarstan.

Following the results, it was decided that OAO “RusGydro” should conclude an agreement within a month with the Government of the Republic of Tatarstan on settlement of safety issues on the territory of the Republic of Tatarstan when the level of water in the reservoir rises up to 68 m. The agreement should take into account execution of main activities on prevention of negative impact with attachment of a calendar plan regarding provision of design documentation with regard to effects on the trail water of the reservoir.
