The Government of the Russian Federation approved of the state program “Environmental protection” for the years 2012-2020, elaborated by the Ministry for the Protection of the Environment and Natural Resources of the Russian Federation

The document is designed as the basis for solution to the key environmental problems and transition to sustainable development. The State Program unites the legal regulation measures aimed at economic stimulation of environment-oriented “green growth” with concrete activities into one system.


The key trends of the Program are as follows: regulation of environmental quality, conservation and development of biodiversity, development of the system of hydrometeorology and environmental control, promotion of works and scientific researches in the Antarctic Regions.


By virtue of implementation of the program by 2020, the released volume of pollutants will be substantially reduced along with the volume of waste formed per one unit of GDP as compared to the year 2007; moreover, the amount of cities with high and very high level of ambient air contamination will be 2.7 times less.


In the framework of the Program, no less than 10 priority projects related to liquidation of accumulated damage will be implemented, for instance, liquidation of unauthorized landfill of industrial waste “Chernaya Dyra” (“Black Hole”) and the sludge collector “Beloe More” (“White Sea”) in Nizhniy Novgorod Region, reclamation of the territory of Srednevolzhsky plant of chemicals in Samara Region, as well as projects on liquidation of accumulated ecological damage in the Antarctic Regions. Implementation of such measures will allow to reclaim about 27 sq. km of contaminated lands, as well as to improve environmental conditions of life of the Russian people.


Development of the survey grid will allow to increase the forecast success rate of daily weather forecasts in the regions up to 93-95%. The system of ambient air contamination monitoring will be introduced in the cities with population exceeding 100 thousand people.


By 2020 it is planned to create more than 30 new nature reserves, national parks and federal wildlife sanctuaries, and, in such a way, more than 13.5 % of the Russian territory will be occupied with specially protected natural sites.

Total extent of financing will amount to 335.9 billion rubles.


In the mid-run, implementation of the Program will allow to achieve measurable results regarding the majority of indices.


In the course of development of the State Program, strategic priorities specified in the Foundations of State Policy in the field of environmental development of the Russian Federation until 2030, Strategies of innovative development of the Russian Federation until 2020, as well as measures related to the Complex Program for Biotechnology Development in the Russian Federation until 2020 were taken into account.
