The campaign “Clean Air” was held from June 1 until September 30, 2012 in the Republic of Tatarstan by the Ministry of Ecology and Natural Resources of the Republic of Tatarstan in cooperation with the Administration of the State Inspectorate For Traffic Security under the Ministry of Internal Affairs of the Republic of Tatarstan.
The campaign was aimed at detection and restriction of the use of motor vehicles with increased toxicity and smoking at the exhaust, inspection of compliance of the companies and enterprises using motor vehicles with the requirements of normative legal acts in the field of ambient air protection, as well as bringing of the owners of motor vehicles to administrative liability regarding violation of the nature protection legislation.
During the campaign, 46 companies of the Republic of Tatarstan (in 2011 – 31 company) were inspected. All in all, 420 vehicles underwent instrumental check, whereof 46 vehicles didn’t comply with the established norms, which amounts to 10.9 % of the total number of inspected vehicles (in 2011 — 223, 10 and 4.5%, respectively).
Experts of the Ministry in cooperation with the State Inspectorate For Traffic Security under the Ministry of Internal Affairs of the Republic of Tatarstan inspected 5595 vehicles on highways (in 2011 – 5387), whereby the norms of toxicity and smokiness were exceeded by 709 vehicles or 12.7% (in 2011 — 17.2%).
All in all, since the beginning of the campaign, 6015 vehicles were inspected at the republican companies and on the highways (in 2011 – 5610), whereof 755 vehicles or 12.5% (in 2011 – 936 and 16.7%, respectively), didn’t comply with the norms regarding emissions of pollutants in exhaust gases.
Following the results of conducted inspections regarding release and use of vehicles exceeding norms of the content of pollutants in exhaust gases, 733 protocols have been drawn up for administrative offences of the air protection legislation, including 24 against officials and 709 against individuals.
