Today, the Minister for Ecology and Natural Resources of the Republic of Tatarstan Artem Sidorov took part in the opening of new purification facilities at the Municipal Unitary Enterprise “Housing and Public Utility Sector” (Utility networks) in Russkiy Aktash village of Almetyevsk Municipal District.
The Head of Almetyevsk Municipal District Mazit Salikhov also participated in the opening ceremony.
It’s been a long time since the problem of construction of new purification facilities in Russkiy Aktash village of 4200 people became urgent. Old purification facilities were put into operation in 1997, and until present they were used in the state of failure; the technical process approved by the project wasn’t observed, and as a result, the permissible amount of contaminants coming with sewage waters into the Stepnoy Zay River was considerably surpassed.
The Executive Committee of Almetyevsk Municipal District made a decision regarding urgency of design and construction of new biological purification facilities in Russkiy Aktash village. The cost of the project involving reconstruction of purification facilities amounted to 45 million rubles. The project was financed out of the funds of republican and local budgets, as well as on account of extra-budgetary resources of the Municipal Budgetary Institution “Department for Ecology and Natural Resources Management” of Almetyevsk Municipal District.
Introduction of purification facilities into operation will allow to considerably reduce discharge of contaminants into the Stepnoy Zay River, which is regarded as the natural monument of regional importance, and to promote enhancement of the ecological state in the district.

Municipal Unitary Enterprise “Housing and Public Utility Sector” (Utility networks) in an orderly way discharges sewage waters into the Stepnoy Zay River in the course of operation of facilities for purification of household waste, produced in the course of activity of Russkiy Aktash village.
Following the results of the inspection, relevant materials were submitted to the Almetyevsk City Prosecutor’s Office. In 2007, a criminal case No. 482364 was initiated against Director of the Municipal Unitary Enterprise “Housing and Public Utility Sector” (Utility networks) under the article 246 part 1 of the Criminal Code of the Russian Federation. The enterprise took all the possible measures regarding recovery of purification facilities, but no intended effect was achieved – discharge of contaminants into the Stepnoy Zay River wasn’t decreased, since high content of ammonium and phosphate was observed in the sewage water.
Construction was carried out by the contracting organization ООО “Arslan”, Almetyevsk; commissioning work was performed by ООО “Eco-Engineering”, Kazan, and ООО “CER Avtomatika”.
During the opening ceremony, Artem Sidorov noted that introduction of purification facilities into operation will allow to considerably reduce discharge of contaminants into the Stepnoy Zay River, which is regarded as the natural monument of regional importance, and to promote enhancement of the ecological state in the district.

The Stepnoy Zay River is regarded as one of the most contaminated affluents of Kama. According to the information submitted by the State Institution “Agency for Hydrometeorology and Environmental Monitoring of the Republic of Tatarstan”, waters of the Stepnoy Zay River are regarded as “dirty”, and its quality corresponds with Class 4.
