Two cities of Tatarstan, Naberezhnye Chelny and Kazan, became the leaders of the rating of ecological development of Russian cities in 2016. The results of the research were announced today at a press conference in the MIA "Russia Today", which was attended by representatives of the Ministry of Natural Resources and the Environment of the Russian Federation and the All-Russian People's Front.
As the Minister of Ecology and Natural Resources of Tatarstan Farid Abdulganiev noted, since 2015 the republic is developing on the Strategy of Social and Economic Development of the Republic of Tatarstan until 2030. "Our task is to ensure environmentally oriented economic growth, where an important role is played by the territorial system for the environment state monitoring," Minister Abdulganiev noted. - At such large enterprises as TATNEFT, TANECO, Nizhnekamskneftekhim, PJSC Kazanorgsintez, departmental environment monitoring systems have been installed. As practice has shown, the territorial monitoring system allows effective implementation of state environmental supervision. Powerful biological treatment facilities have been built and reconstructed that highly efficiently purify air and sewage, thereby preventing damage to nature. Over the past 2 years more than 1 billion rubles of republican funds were allocated for activities in the area of water disposal, construction and reconstruction of treatment facilities. The republic's enterprises received the same amount in the framework of the federal target program "Development of the Water Management Complex of the Russian Federation in 2012-2020". Among them - JSC "Ammoniy" (implementation of the project "Construction of recycling and re-supply systems, biological treatment facilities at the complex for the production of ammonia, methanol and carbamide), JSC Tatspirtprom" (implementation of projects "Construction of sewage treatment facilities ").
A huge role in improving the ecology of large cities of Tatarstan was played by the program on development parks, squares, green spaces and public spaces. Undoubtedly, all these measures have significantly increased the quality of the environment in the republic. The amount of emissions due to the implementation of air protection measures by enterprises and the transfer of public transport to gasoline fuel have been reduced - emissions from motor vehicles decreased by more than 4.5 thousand tons. Petrol stations of Kazan, Naberezhnye Chelny, Nizhnekamsk and Almetyevsk are equipped with systems for recovery of motor fuels." Farid Abdulganiev emphasized the high involvement of the citizens of the republic in the implementation of environmental measures. Over the current year alone, more than 1.2 million people took part in clean-ups. In particular, thousands of reservoirs of the republic have been cleaned, 10 thousand kilometers of banks have been brought to the proper condition, more than 10 thousand cubic meters of garbage have been removed.
The rating of ecological development of cities is made on the order of the Minister of Natural Resources of Russia Sergey Donskoy. Besides Tatarstan's cities, in 2016 the top five also included Voronezh, Magas and Vologda. In 2017 the document was prepared jointly with the All-Russian People Front and included additional criteria. The collection of information and the compilation of data was carried out on the basis of data provided by the authorities of large municipalities on the territory of all regions of the country. Rating is a strategic tool that contributes to the improvement of the environmental activities of municipal authorities.
According to Sergey Donskoy, this rating assesses not only absolute indicators in the field of waste management, emissions to the atmosphere, discharges into water bodies, but also the effectiveness of environmental management. According to him, in 2017 the cities that did not participate in the previous ratings: Naberezhnye Chelny, Magnitogorsk, Nizhny Tagil, Novokuznetsk, Sochi, Surgut, towns of the Moscow region took part in the rating. Based on the population, the rating is divided into groups: 500+ (the largest cities and millionaire cities), 500- (other cities, including small ones).
The environmental rating of Russian cities is formed annually from 2013 to assess the adequacy of the efforts of municipal authorities to ensure a favorable environment and a high quality of life for Russians. The first rating was calculated for 82 cities and was published in June 2013.
