The Ministry of Natural Resources and Ecology of the Russian Federation has published reference books on the characteristics of pollutants for atmospheric air, water bodies, and soils. The books include characteristics of pollutants from the "List of pollutants for which state regulation measures in the field of environmental protection" are applied. For each pollutant in the directory are indicated: chemical name, synonyms, structural formula, CAS code, toxicity indicators describing the effects, the values of the maximum permissible concentrations, measurement methods (HDPE F or MW or RD), hazard codes of the substance and the necessary protective measures. The publication is intended for specialists of nature protection bodies, scientific employees, designers, as well as for specialists in various industries, agriculture.
At the present time, there is a drastic change in the system for normalizing the negative impact on the environment. Reforming has affected the regulation for air pollution, discharges to water bodies, location of production and consumption wastes. One of the important parts of the reform is the creation of a list of priority pollutants. Similar lists of priority pollutants for environmental components are available in the US and Europe. In the Russian Federation, a domestic "List of polluting substances for which state regulation measures in the field of environmental protection" is developed and put into effect. This list includes three sections: section I - for atmospheric air, section II - for water bodies, and section III - for soils. However, in the text of the order of the Government of the Russian Federation only the names of pollutants are indicated. According to the numerous requests of the users of this document, in order to establish common approaches, systematization and ease of information retrieval, this handbook has been developed, in which for each substance included in Section II of the List, information is provided that allows an exhaustive description of the substance sufficient for organizing environmental monitoring within the state and industrial environmental control, establishment of standards for discharges of pollutants into water bodies and drainage systems I (sewer).
The information presented in the reference book will facilitate the process of rationing of pollutants in discharges and control of established standards.
