Emissions of harmful substances to be calculated in a new way

The Ministry of Natural Resources and Ecology of the Russian Federation approved a new methodology for calculating the dispersion of harmful substances in the atmosphere. The corresponding order has been registered with the Ministry of Justice of the Russian Federation. As the head of the Ministry of Natural Resources of Russia Sergey Donskoy noted, the document is of a key importance for environmental regulation, in fact, it is a matrix for calculating the maximum permissible concentrations of pollutants and maximum permissible emissions into atmospheric air.
The order was developed instead of the procedure for calculating the concentrations in the air of harmful substances contained in enterprise emissions (OND-86) approved by the USSR State Committee on Geodesy on August 4, 1986. It was prepared in order to eliminate the legal gap due to the lack of methods of calculating the dispersion of emissions of harmful (polluting) substances in the atmospheric air, approved in accordance with the established procedure. The previously used methodology did not pass state registration and was not published in due course. In addition, after its introduction into action, new scientific results were obtained, and it became necessary to clarify and supplement the provisions of the document. The approved methods for calculating the dispersion of harmful (polluting) substances in the atmospheric air will make it possible to calculate the average annual concentrations of pollutants that can be used to assess the long-term effects of air pollution on the environment, and to assess and minimize risks to public health caused by air pollution.
A new methodology for calculating the dispersion of emissions of harmful (polluting) substances in the atmospheric air will enter into force on January 1, 2018.
