13 June 2017, Tuesday

The environmental measures were discussed today in the Cabinet of Ministers of the Republic of Tatarstan, where a briefing was held on the theme: “Sanitary and ecological two-month campaign in the Republic of Tatarstan”. The questions of journalists were answered by the Minister of Ecology and Natural Resources of the Republic of Tatarstan Farid Abdulganiev. “1.746 unauthorized landfills were identified, 93.5% removed. This is a very high result, given weather conditions on April-May. For the first time, the number of identified places of unauthorized waste disposal decreased in comparison with previous years. There is a positive tendency to reduce large-scale landfills. 79% of them are spot heaps, i.e. waste accumulations with an area of less than 50 sq.m. The main types of violations are unauthorized placement of construction, agricultural, and industrial wastes, littering of adjacent territories, untimely removal of waste from container sites,” the Minister said. He noted the active position of the Tatarstan people. In the nature protection measures for the two months were involved 1 million 127 thousand citizens.

Particular attention was paid to the sanitary condition of Kazan – the venue for the Confederations Cup 2017, Farid Abdulganiev emphasized. For the first time this year, to promptly remove landfills, a large-scale action was carried out during which about 30 places of unauthorized waste disposal were liquidated in one day. More than 3 thousand tons of garbage were transported to the landfills. The events were attended by 46 enterprises and organizations not only in Kazan, but also in other cities of the republic.

Also, the Minister said that starting from June 1, the campaign “Ecological bike patrol” started. Inspectors regularly conduct checks to identify and prevent violations of environmental legislation in the water area of the Kazanka River and its shoreline. On the first day of the inspection near the Kirov dam, the inspectors discovered and recorded a number of violations under Art. 8.2. Code of Administrative Offenses of the Russian Federation: (Non-compliance with environmental and sanitary-epidemiological requirements when handling production and consumption wastes, ozone depleting substances, or other dangerous substances), art. 8.42 of the Code of Administrative Offenses of the Russian Federation (Violation of the special regime for the implementation of economic and other activities on the coastal protective strip of a water body, water protection zone of a water body or the regime of economic and other activities in the zone of sanitary protection of drinking and domestic water supply sources). The committee for the monitoring of the Kazanka River will operate until August 31 on a weekly basis. Now the coastal zones of the river in Kazan, Vysokogorsk and Arsk districts are surveyed. “Anthropogenic impacts on water bodies cause growing of blue-green algae which become toxic when decay, thus leading to death of fish. Therefore, it is very important to carry out serious work to prevent contaminated sewage from entering the reservoir, “said Minister Farid Abdulganiev. He recalled that parking and car traffic on the coastline are prohibited. “Even we, environmentalists, having the permission to move on special vehicles along water objects, prefer to use bicycles so that not to make harm to nature.”

From July 1 in Tatarstan starts an environmental campaign “Clean Shores”. “Good practice was developed in the Year of Water Protection Zones. And this year we will certainly continue it, “Farid Abdulganiev, the Minister of Ecology and Natural Resources of the Republic of Tatarstan, summed up.
