A round table on "Waste: problems and solution" was held today in Tver. Deputy Minister for Ecology and Natural Resource of the Republic of Tatarstan, the Chief State Inspector of Tatarstan in the Field of Nature Protection Fayaz Shakirov presented a report on the regional ecological surveillance in the field of management of consumption and production waste in the Republic of Tatarstan and work with the population.
"This year, inspectors of the Ministry of Ecology have revealed 1,884 violations of the nature protection legislation in the field of waste management. As a result, administrative fines were imposed in the total amount of more than 11 mln. rubles", reported Shakirov. He also told about the measures aimed at solution of the matters regarding waste management. In particular, on a two-month sanitary and ecological cleaning campaign, Wednesday and Saturday work campaigns. "Unfortunately, the number of citizens who discharge waste at illegal sites grows year after year", acknowledged the Chief State Inspector of Tatarstan. He mentioned small administrative fine as one of the reasons. For instance, a fine making up from one to two thousand rubles is envisaged in Russia for the failure to comply with the requirements of waste management. In Singapore it makes up 48 thousand rubles, in Japan - 300 thousand rubles.
Speaking of prevention of illegal waste deposits, the Deputy Minister for Ecology of Tatarstan cited as an example the positive experience of waste management when it came to small and medium business units. The amount of reports from the representatives of small and medium business units has increased by threefold this year.
In order to detect littered territories located remotely from the settlements as soon as possible, the Ministry regularly carries out overflights of the territory of the Republic, it organizes surveillance tours along easement areas of the railroads and the adjacent territories and the territories that are hard-to-reach for surveillance authorities; the facts of violation of the nature protection legislation are revealed using unmanned aerial vehicles with installed video equipment.
The mobile application "AWP Inspector" was implemented to take operative measures on liquidation of revealed violations, i.e. the automated work place of an inspector, which allows to refer the information to the unified map of the Republic with attachment of a confirming picture from the site where it was detected.
All the revealed violations regarding the facts of unauthorized waste placement are marked in the geo-information system GIS "Ecological map". All the information is available online, so that both state authorities and citizens of the Republic have a possibility today to control the situation on a daily basis using this information resource.
Representatives of the executive authorities of constituent units of the Russian Federation, the territories whereof fall within the legal authority of the Nature Protection Prosecutor's Office, as well as territorial and transportation prosecutor's offices, heads of regional branches of the Federal Service for Supervision of Natural Resource Usage, the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing, commissioners for human rights, commissioners for the rights of entrepreneurs, representatives of scientific and educational institutions, public chambers and other organizations, as well as the business community participated in the round table organized by the Volga Interregional Nature Protection Prosecutor's Office.
