The meeting of the panel of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan “On results of the work of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan in 2013 and the tasks for 2014” was held today at the IT-park with participation of the Prime Minister of the Republic of Tatarstan, Ildar Khalikov.
The Minister for Ecology and Natural Resources of the Republic of Tatarstan, Artem Sidorov, noted that the previous year was marked for ecological specialists of the Republic of Tatarstan with two important events, namely holding of the Year for Environmental Protection in the Russian Federation (the Year of Ecological Culture and Environmental Protection in the Republic of Tatarstan) and holding of the World Universiade in Kazan. The main efforts were concentrated on enhancement of the environmental quality. Planning of events and supervisory activities was built upon the data of ecological monitoring.
In 2013, instrumental measurements of the parameters of ambient air, water and land resources were made in 8 thousand geographical points of the Republic. The samples were analyzed both by stationary and by mobile laboratories.
Special attention was paid to the system of summary estimation of air pollution. In 2013, the system of summary estimation was created for the largest cities of the Republic, namely Kazan, Naberezhnye Chelny and Nizhnekamsk.
In 2013, all in all 7,163 inspections were carried out; 6,147 violations of the nature protection legislation were revealed; 5,972 of revealed violations were eliminated (97.2%). The amount of administrative penalties in the form of fines imposed on the offenders totaled to 28 million rubles. All in all, 146 claims amounting to 379 million rubles were referred to courts.
In 2013, the work on suppression of illegal extraction of common minerals was enforced.
Within a year, the Ministry initiated 176 administrative cases with regard to illegal extraction; 6 criminal cases were initiated based on the information provided by the Ministry, and 12 claims were instituted to the total amount of 126 million rubles.
The main task for 2014 lies in development of the complex system for production and consumption waste treatment. As of the beginning of the year, the powers in this field were delegated to the Ministry of Ecology and Natural Resources of the Republic of Tatarstan. For starters, it is planned to arrange documentary accounting of waste formation at the companies and in the housing sector. Actual accounting of waste brought to the landfills of solid domestic waste and for processing will be arranged simultaneously. New logistics of waste movement will be arranged on the basis of data analysis, providing for minimum burial of waste and minimum processing.
Another industry-based program envisages equipment of republican filling stations with gas vapor recuperation systems.
By 2020, all filling stations of cities and inhabited localities of the Republic will have been equipped with recuperation systems. During the first stage, i.e. until the end of 2015, 251 filling stations in four large cities of the Republic, namely Kazan, Naberezhnye Chelny, Nizhnekamsk and Almetyevsk will be fully equipped.
As part of the new national project "Environmental well-being" Tatarstan has planned the implementation of 8 environmental initiatives with total funding of 3 billion rubles. The main part of the funds will be used for work on the federal project "Water of Russia", Minister of Ecology Azat Ziganshin said at a briefing in the Cabinet of Ministers of the Republic of Tatarstan.
Today, Minister of Ecology and Natural Resources of the Republic of Tatarstan Azat Ziganshin spoke at a briefing in the Cabinet of Ministers of the Republic of Tatarstan. The event was dedicated to the start of the sanitary and ecological two-month period and environmental work plans for 2026 within the framework of the national project "Environmental well-being".
Today, at the weekly staff meeting with the heads of structural and territorial divisions, the Minister of Ecology and Natural Resources of the Republic of Tatarstan, Azat Ziganshin, presented badges and official identification cards to the staff of the department.
