New requirements for the development of measures to reduce emissions during periods of adverse weather conditions

The Ministry of Ecology and Natural Resources of the Republic of Tatarstan informs about the entry into force on March 1, 2026 of regulatory legal acts establishing new requirements for the development and coordination of action plans to reduce emissions of pollutants into the atmospheric air during periods of adverse meteorological conditions (hereinafter referred to as AMC Plans).

The documents regulating the new procedure are:

• Order No. 651 of the Ministry of Natural Resources of the Russian Federation dated November 26, 2025 "On Approval of Requirements for Measures to reduce Emissions of Pollutants into atmospheric air during periods of adverse Meteorological conditions and their implementation upon receipt of general forecasts of adverse meteorological conditions or specialized forecasts of adverse meteorological conditions" (the order can be found at: https://eco.tatarstan.ru/file/pub/pub_4881990.pdf );

• Order No. 662 of the Ministry of Natural Resources of the Russian Federation dated November 28, 2025 "On Approval of Requirements for the Content, Composition, form, procedure for the development, coordination and approval of an action plan to reduce emissions of pollutants into atmospheric air during periods of adverse meteorological conditions" (the order can be found at: https://eco.tatarstan.ru/file/pub/pub_4881974.pdf ).

Due to the entry into force of these documents, the order of the Ministry of Natural Resources of the Russian Federation No. 811 dated November 28, 2019, which previously regulated these legal relations, became invalid.

 

The innovations provide for changes in the procedure for performing calculations when developing AMC Plans (including the need to perform calculations at control points in residential areas, taking into account the background level of atmospheric air pollution), updated requirements for the effectiveness of emission reduction measures, and approved a new form of AMC Plan and the procedure for its coordination and approval.

In addition, on March 1, 2026, a new Administrative Regulation for the provision of public services for the coordination of action plans to reduce emissions of pollutants into the atmosphere during periods of adverse meteorological conditions began to operate, approved by Order No. 84-p of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan dated 02/03/2026. The previously valid Administrative Regulations, approved by the Ministry's Order No. 713-p dated 06/29/2020, have been declared invalid.

The main changes in the provision of public services include:

• reduction of the period of provision of public services by half;

• updating the Public Service request form and the AMC Plan form;

• introduction of a procedure for suspending the provision of public services to eliminate comments and finalize documents.
