The Federal Agency for Water Resources held a meeting of the Interdepartmental Working Group on regulating the operating modes of reservoirs in the Volga-Kama Cascade via video conference. The Republic of Tatarstan was represented by Almaz Tugushev, Deputy Minister of Ecology and Natural Resources of the Republic of Tatarstan.
The meeting established the operating modes of the waterworks of the reservoirs of the Volga-Kama cascade from December 11, 2025 to January 20, 2026.
The level of the Kuibyshev reservoir has been gradually increasing since November 11 with an intensity of about 2 cm per day and on December 10 amounted to 52.4 m BS at the Verkhny Uslon hydraulic station.
Rosvodresursy proposed the following modes of operation of hydroelectric reservoirs:
Kuibyshevsky district: the average discharge rate for the period is 5300-5500 cubic meters/s;
Nizhnekamsk: with the maintenance of the water level in the upper reaches of the hydroelectric dam at 63-63.75 m BS.
The Ministry of Ecology of the Republic of Tatarstan supported the proposals on the modes of operation of hydroelectric reservoirs.
At the request of representatives of the energy industry, as well as due to increased water availability in November and December, Rosvodresursy proposed to increase costs from the Rybinsk, Kuibyshev and Volgograd reservoirs.
Taking into account the adjustments made, the operating modes of the waterworks of the reservoirs have been established:
Kuibyshevsky: the average discharge rate for the period is 6100 ± 100 cubic meters/s;
Nizhnekamsk: with the maintenance of the water level in the upper reaches of the hydroelectric dam at 62.7-63.75 m BS.

The next meeting of the Interdepartmental Working Group on regulating the operating modes of the reservoirs of the Volga-Kama Cascade is scheduled for the second decade of January 2026.
