New Rules for Environmental Impact Assessment have been adopted
On March 1, 2025, the Decree of the Government of the Russian Federation dated 11/28/2025 No. 1644 comes into force, approving new Rules for Environmental Impact Assessment. The procedure for organizing and conducting public discussions on state environmental expertise facilities has also been changed.
In accordance with the provisions of the Rules, public discussions will be held from March 1:
- in relation to economic and (or) other activities planned within the territory of one municipal district, urban district of the Republic of Tatarstan, - by the local government body of the corresponding municipal district, urban district;
- in relation to economic and (or) other activities planned in the territories of 2 or more municipal districts located on the territory of the Republic of Tatarstan - by the Ministry of Ecology and Natural Resources of the Republic of Tatarstan.
The current order of the Ministry of Natural Resources of the Russian Federation dated 12/01/2020 "On Approval of requirements for Environmental Impact Assessment Materials" will expire on March 01.
