A basic law on water safety has appeared in Russia

On February 3, Russian President Vladimir Putin signed the Federal Law "On the Safety of People on Water bodies." The Basic Law establishes safety rules for water and coastal areas. 

It clearly defines the concepts of safety in water bodies and establishes a system of measures to ensure it. The Law delineates the powers of federal, regional and local authorities. At the same time, the Russian Ministry of Emergency Situations is fully responsible for water safety at the federal level.

The law pays special attention to ensuring safety on beaches.  Now every beach should have:

  • Diving support and water purification are organized.

  • Proper equipment and maintenance of the beach has been provided, including the functioning of a rescue post.

  • The boundaries of the bathing area are clearly marked.

  • A special area for children and people who cannot swim is fenced (no more than 1.2 meters deep).

The State Inspectorate for Small Vessels of the Ministry of Emergency Situations of Russia will receive expanded powers, including supervision of all small vessels, maintenance of registers of small vessels, provision of state services for registration, inspection of vessels and certification of shipdrivers.

The law will enter into force on September 1, 2025.
