The Ministry of Ecology is strengthening control over the northern part of Kazan with a video surveillance system

At the end of last year, the Ministry of Ecology supplemented the monitoring network of the northern part of Kazan with a video surveillance system with a thermal camera. Online, all bulk emissions from sources will be transferred to the agency. These data will become the basis for further control and supervisory measures. This was stated by the Minister of Ecology Alexander Shadrikov at the final board.

He noted that in 2023, the ministry received a large number of complaints from residents of the northern part of Kazan. He noted that the ministry has analyzed the entire industrial hub of this part of the city. "According to the state register, 264 regional facilities and 407 federal ones operate in the northern industrial hub of Kazan. According to calculations, we see that 81% of emissions in this zone are emissions from 6 enterprises that are subject to federal environmental supervision. Our analysis shows that all regional facilities collectively produce as many emissions as a single source of a large enterprise. At the same time, within the framework of regional supervision, we identify enterprises that have not yet been registered. We are working with them separately. There are lawsuits in court."

According to the Minister of Ecology, in February 2023, at the request of residents of the Salavat Kupere microdistrict, an additional air quality control station was installed. At the moment, three automatic stations are operating in the northern part of Kazan. According to the results of the Ministry's monitoring, 492 exceedances were recorded, 82% of them for hydrogen sulfide. The Ministry has currently established an interdepartmental working group.

Specific proposals and measures to improve the situation are being worked out with the involvement of the Academy of Sciences of Tatarstan and scientific institutes.

As a positive example of cooperation between departments, science and enterprises, the Minister cited the results of the work of the Interdepartmental Working Group on Nizhnekamsk industrial Complex. They can be assessed by three indicators:

 - a 10-fold decrease in the number of complaints from residents about air quality (583 in 2018 and 60 in 2023),

- reduction of emissions of enterprises by 35 thousand tons.

- reduction of the fixation of excesses on the AAPCS by 3 times (280 in 2018 and 86 in 2023).

The Minister of Ecology noted that since complaints from residents of the northern part of Kazan continue to be received, it means that the problem has not been solved and called on all environmental agencies to strengthen joint supervisory work and find the reasons.

"Colleagues, the problem of air pollution in Kazan must be solved!   I repeat, the main KPI in our work is zero complaints from the population," Alexander Shadrikov summed up.
